The existing curved <br />entrance-way will be replaced with a farmhouse gateway and an oxcart play structure will house <br />picture books. Modifications to the basement include meeting rooms and bathroom facilities. <br />Access to the basement is provided by the existing elevator and two stairwells. <br />Mr. Rerko asked if the traffic pattexn of the existing drive-through area would be altered. He <br />said the steel fenee should be powder coated to ensure durability and that the architect should <br />consider attaching the steel fence to the masonry by core drilling and grouting rather than bolting <br />the steel. The storage structure's shingles, soffits, fascia and man-door are to match the existing <br />building materials both in style and colors. Mr. Fini said the drive-through traffic pattern would <br />not change, all building materials will match existing building materials, the steel fence would be <br />powder coated and they would look into core drilling the fence connection in lieu of bolting. <br />Mr. Malone felt that the proposed fence would not deter teens from climbing and felt that a solid <br />PVC fence may be more appropriate with landscaping. Mr. Rerko felt that PVC fencing which <br />becomes brittle in winter months and damages easily is more for residential use which has less <br />pedestrian traffic. Mr. Fini reviewed that the stepping pattern of the proposed fence wall was <br />designed to deter climbing of the fence. Ms. Wenger said the goal of the fence wall was to fit <br />into the existing design of the site. Mr. Bohlmann asked if the gutters of the storage unit would <br />be tied into the storm sewer or runoff onto a splash-block. Mr. Collins said the roof surface was <br />90 square feet, which is less than the 200 square feet required to lie tied into the storm sewers. <br />Mr. Lasko moved, seconded by Mr. Bohlmann, to approve the proposal for COMS08-0004 <br />North Olmsted Branch Public Library of 27403 Lorain Road, which consists of site <br />improvements with the following conditions: the steel fence is to be a powder coated steel <br />fence and the core drilling connection method would be considered. The proposed site improvements involve two neighboring parcels. <br />The cell tower compound will be contained on the western parcel, the drive will cross both <br />parcels/properties, which are currently co-developed. The western property is split zoned, with <br />general retail business zoning the first 500 feet and single residence zoning thereafter to the <br />northern property line. The tower location abuts commercial property to the east, the Welcome <br />House group home development to the west, and the Cleveland Metroparks to the north. <br />Cell towers are permitted as a conditional use in the WTFO subject to section 1151.04(b), so <br />long as the base zoning is General Retail Business, Industrial or Mixed Use. Therefore, the <br />residential portion of the parcel must be rezoned General Retail Business.
