southwest corner of the parking spaces. Mr. Conway advised that a variance would be required <br />for sideyard setback which would be 2 ft +/-. Mr. Reid said the southeast parking space will be <br />removed to decrease the variance to 1.5 foot as requested. The ingress/egress curb-cuts were <br />designed to provide onsite circulation. The number of curb-cuts were reduced from four to two <br />and moved as far away from the Lorain/Stearns intersection as possible. During the road <br />widening utility poles and a fire hydrant were relocated. The fire hydrant along Lorain will be <br />relocated to the north but still lunits the curbs radius. The utility poles along Stearns which have <br />already been installed would also be within the 25 foot radius and it's not sure if CEI will allow <br />them to be relocated. They will provide a truck/tanker route to the engineer showing the tanker <br />maneuvering the site. If the north curb-cut is widened any further east or west it will affect the <br />size of the sideyard variance needed and the internal traffic pattern of the lot. <br />The building will be constructed with brick and stone veneer wainscoting on all four sides. <br />There is soldier course of brick used to create depth in the building. There is EIFS in a band on <br />the north face of the building. Although their prototype building is all EIFS they have modified <br />the building and color palette to fit design guidelines. False windows were added along the east <br />elevation to break up the solid wall. The mechanical equipment and ladder along the south of the <br />building will be painted to match the brick. There is a 2 foot mound along the southern property <br />line which includes dense evergreen trees and bushes to buffer the neighbors. There will be few <br />lights along the back of the building as the area will not be used. <br />Mr. Rerko said most suggestions were incorporated however he felt the curb cut radii should be <br />met. He noted that the massiveness of the brick was broken up and the dumpster enclosure was <br />now brick as requested. He asked if both the building canopy and pump station canopy would be <br />non-illuminated. Mr. Reid said neither canopies would be illuminated however he noted that <br />there would be BP logos along the north and west sides of the pump canopy. Mr. Rerko asked if <br />there was to be outside merchandise other than the propane and ice machine area. Mr. Reid <br />noted that there was a section along the sidewalk which would allow outdoor sales of washer <br />fluid and oil. The ice machine and propane area is also accessible to customers. The mechanical <br />equipment housed on the roof will be blocked by the building parapet and the gas pump canopy <br />will not have any type of gas recovery systems. <br />Mr. Malone asked to enlarge plant labels on.future plans to ensure they are legible. The <br />proposed evergreens should be spaced farther apart to ensure they do not overcrowd. The overall <br />plan fits the area and the variances are warranted. The proposed use of the land follows the <br />master plan and fits the area. Although he is sympathetic to the odd shape of the lot and the <br />constraints it places on the development the curb-cut radius should be examined further. <br />Mr. Bohlmann agreed the drive radii should be met and suggested decreasing drive width or <br />relocating poles to achieve the radius. He believed that there should be no outdoor merchandise <br />sold and Mr. Lasko voiced an agreement. Mr. Conway noted that displays could not be within <br />the 75 foot setback and all wallcways must remain clear. Mr. O'Malley advised that the <br />applicant would be required to follow city codes as they pertain to outdoor sales. <br />Mrs. Meredith felt that the proposed rezoning was warranted and followed both the intent of the <br />2005 Master Plan as well as the Crocker Stearns Corridor Plan.
