PLANllTING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOIt FEBRUARY 13, 2008 <br />ROLL CALL <br />Vice Chair Meredith called the meeting to order at 7:30 p.m. in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Melissa Meredith, Ralph Bohlmann, Angela Williamson, Greg Malone, Jim Cotner <br />Absent: John Lasko, Don Rerlco <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, <br />City Engineer Dan Collins, Secretary Shannon English <br />REYIEW AND CORItECTION OF MINUTES <br />Ms. Meredith moved, seconded by Mr. Malone, to approve the Planning and Design <br />Commission minutes of January 23, which was unanimously approved, 5-0. <br />NEW BUSINESS <br />COMS07-0029: Walgreens Discount Drujis; 24584 Lorain Road: (Ward 1) <br />Representatives: Mike Lewis, Shawn Jurisch, PE - Visconsi Company <br />Ms. Wenger reported that the proposal consists of demolishing existing structures in the <br />development area and constructing a new drive through pharmacy. The development area, <br />which encompasses five parcels, is mainly zoned general retail business with a small portion of <br />the site zoned multiple residence. All of the proposed building and parking improvements are <br />contained on the commercially zoned portion of the property. A lot consolidation is required. <br />The building is entirely masonry, with a combination of split face block, brick, and manufactured <br />limestone, with metal canopies. Two wall signs are proposed, which meet requirements for <br />square footage. The Walgreens symbol behind the glass in the front tower elevation is a window <br />sign, and because it is permanent, counts towards total square footage, resulting in a variance. <br />New landscaping is proposed around the perimeter of the site, with evergreen screening and <br />fencing in the rear to shield residential neighbors to the north. Landscape irrigation is not shown <br />on the plans, which needs to be included. Also, an 8 ft tall beige vinyl fence is proposed, but its <br />location needs to be clarified on plans, which also references an existing chain link fence. <br />Two curb cuts are proposed: a three lane full access curb cut on Columbia Road and a right-in <br />right-out only curb cut on Lorain Road. Brickscape is provided along the Lorain Road portion of <br />the site. Fifty nine parking spaces are shown though 58 are required. She encouraged the <br />Commission to consider landbanking a number of spaces. <br />Ms. Wenger read the list of five variances reported by the Building Department, including <br />Columbia Road building setback, east property line setback, signage, width of drive apron and <br />no landscape irrigation. She commented that the code requires 100 foot setback from Columbia
