Goals and pxoiects for 2010
Goals for 2010 include seeking national registry for the Butternut Ridge Historic District and
Frostville Museum. Ms. Wenger spoke to the Ohio Historical Society grant manager concerning
Frostville applying for national registry; there was concern that the museum is composed of
moved structures. Butternut Ridge District is a better option because the original locations are
significant to its history. The Caster House would be ineligible for CLG grant funds. Other
goals are to continue with the speaker series, seek a historic marker for Coe Cemetery, begin the
work of preparing the necessary data and documentation to seek national register status for the
Butternut Ridge Historic District, continue with the Cemetery Improvement Project, begin work
to input historic inventory on the electronic I-Form, and achieve a CLG grant. Mr. Schumann
believes the inventory completed in 1985 was copied to the State but understands our
responsibility to enter the data. Mr. Rerko recommended proactively prioritizing historic
structures in the City in case a developer becomes interested in the property. Ms. Wenger
confirmed to Mr. Thomas that the Universalist Church would qualify for CLG funding.
Ohio Historical Society 1VIapping Svstem and I-Form for Historic Inventor?
Mr. Schumann said Mr. Schock, Mr. Thomas, and he will review the historic inventory forms
and records from 1985 before Ms. Granfors enters them into the electronic I-Form.
OLD BUSINESS
Certified Local Government Grants - Proiect Eliizibility
Ms. Wenger reviewed that the grant applications are due in March. As discussed, the criteria are
much narrower than originally thought. In light of this, Old Town Hall ADA improvements are
the best fit. The grant manager confirmed this type of work is eligible. The local match could
come from building improvement funds. Federal law requires us to make our city facilities
comply with the Americans with Disabilities Act. The Old Town Hall project is our best
opportunity for 2010 dollars. We can work on preparing the Butternut Ridge Historic District
data for 2011 grants. Council would have to approve legislation between January and February
to submit the grant application; time is short. It would be doing the City and building a service,
and is likely to be more successful. The Butternut Ridge Historic District will take more time
and effort than we have before the deadline. As the oldest civic building, and because the
building is regularly used, Ms. Wenger will loolc at the possibility of addressing exterior and
interior improvements. The design work would be performed by a licensed, professional
architect. An ADA accessibiliTy study of all City facilities has already been done listing the
deficiencies, how to fix them, and estimated costs. So as not to change the character of the
building the current ramp would most likely be rebuilt in the same place. Once grant funds are
obtained detailed construction documents could be prepared with Landmarks Commission
participation. It is believed the cost will be within the CLG grant limits. Mr. Rerko agrees that
this is the easiest and most likely project.
Mr. Schock recommends working toward national register status for the Middle School. Then
CLG funds could be sought to improve the building. Mr. Schumann said the Middle School is
