He said the drawings submitted were <br />intended to show the general idea of the improvements, the setbacks, and their goal to create a <br />campus-type environment. New fencing along the east side is also planned. <br />Mr. Rerko said the proposed parking lot would drastically change the character of the district. <br />For a motorist it would feel like driving through a neighborhood and coming upon a commercial <br />parking lot; it would appear as a sudden void. If the lot were moved farther back from the street <br />landscape screening could be installed to better match the quality of the district. The parking <br />spaces facing east are not needed and will cause headlights to shine into adjacent residential <br />properties. The proposed driveway loop will change the traffic pattern dramatically. It also <br />appears the drive is within the ball field. Mr. Thomas suggested the stone panel from the front of <br />the annex building be used as a landscape feature in the screening near the street. Mr. Schumann <br />added that would also be a good location for an Ohio historic marker. Mr. Matson has suggested <br />renaming the school Butternut School since it is the site of the original school. <br />Ms. Wenger recommended a subcommittee be formed including members of the City staff and <br />the Landmarks Commission to assist Mr. Matson and the Board of Education design the <br />improvements. Mr. Schumann requested Mr. Schock and Mr. Rerko serve on the subcommittee. <br />Ms. Wenger recommended Planning and Design Commission member Greg Malone be included <br />for input on landscaping. Ms. Wenger will follow up with Law Director Dubelko and will <br />coordinate the formation of the subcommittee. <br />Mr. Schumann reviewed that the annex is badly damaged and would be too costly to rehabilitate. <br />Mr. Thomas added that the exterior has been radically changed through years and can hardly be <br />recognized from the original building. <br />Mr. Dubowski moved, seconded by Ms. Davis, to table the Certificate of Appropriateness <br />request to demolish the building at 27253 Butternut Ridge Road with the agreement of <br />North Olmsted City Schools Treasurer Robert Matson. The Commission will reconsider <br />the request at the December 14 meeting pending consensus by the Board of Education and <br />the submission of a detailed improvement plan. The motion was unanimously approved. <br />Certified Local Government Grants - Proiect Ideas <br />Concerning the grant ideas discussed, Ms. Wenger said certain projects are of greater timeliness. <br />Through her grant writing experience she knows when the application is made the source of <br />matching funds and other commitments need to be confirmed. Concerning the Caster House <br />relocation, it would be difficult to obtain the matching funds and the necessary agreements from <br />the Olmsted Historical Society and the Metroparks by the March 1 deadline. The timing for this <br />project may be better suited to the next round of grant applications when the partners are <br />confirmed. In order to submit a competitive grant application Ms. Wenger will research the <br />methodology of the Ohio Historical Society for aspects such as the point scoring system and <br />whether receiving a grant one year lessens the chances of being approved the subsequent year. <br />Mr. Schumann agrees that without additional money, the move is not possible. The $30,000 <br />estimate for the move and a new foundation may be low.
