LANDMAI2KS COMMISSION <br />CITY OF NORTH OLMSTED <br />MEETING MINUTES FOR AUGUST 10, 2009 <br />ROLL CALL <br />Mr. Schumann called the meeting to order at 7:02 p.m. in Council Chambers and Mr. Dubowski <br />led the Pledge of Allegiance. <br />Present: Paul Schumann, Tom Dubowski, Maryellen Davis, John Lasko, Dale Thomas, <br />Larry Orlowski, Thomas Schock, Jeff Herwick <br />Absent: Don Rerko <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, <br />Secretary Tricia Granfors <br />REVIEW AND CORItECTION OF MINUTES <br />Councilman Orlowski requested wording changes in the July 13, 2009 minutes pertaining to the <br />Wind Energy Conversion Systems. 1VIa-. Schoek moved, seconded by Mr. Orlowski, to <br />approve the July 13, 2009 minutes as amended, which were unanimously approved. <br />NEW BUSINESS <br />North Olmsted Citv Schools; 27501 Butternut Ridge Road, PPN 235-16-021: <br />A request for a Certificate of Appropriateness to demolish the existing house. <br />Mr. Schumann asked Mr. O'Malley the appropriate procedures when one government entity <br />comes before other government entity. Mr. O'Malley answered that all government entities <br />would endeavor to comply with the City's regulations to the extent that both entities can <br />accomplish their mission. The school district is not exempt from the process. Concerning the <br />City and the Board of Education, if it came to an impasse, the city would stand down and allow <br />the school district to fulfill its essential government goal. <br />As a member of the Board of Education, Mr. Lasko recused himself with regards to <br />consideration or discussion of the COA requests. <br />Ms. Wenger recommended the two requests be discussed separately. The Commission is <br />familiar with considerations concerning requests for demolition and new construction in the <br />Historic District. Because demolition in the Historic District can be particularly sensitive, our <br />code allows for a moratorium period in which to identify resources for preservation, relocation, <br />reuse, or some appropriate compromise between the applicant and the community. With past <br />development proposals, the City has required an approved development plan to coincide with <br />demolition. If the intention is to install landscaping or parking, a site plan needs to be submitted <br />identifying the configuration of parking, driveways, landscaping, grass, trees, etc. <br />Mr. Robert Matson, North Olmsted City Schools Treasurer, 27425 Butternut Ridge Road, <br />presented the request.
