not been used for a long time. Mr. Schumann recommended the commission members <br />familiarize themselves with properties before the next meeting. He will contact Treasurer Robert <br />Matson to arrange individual tours for Landmarks members. Public notification and resident <br />response was briefly discussed. Ms. Wenger reminded the commissioners concerning open <br />meeting ordinance requirements and Certificate of Appropriateness posting procedures. The <br />building demolition is at the request of North Olmsted City Schools and is not due to any <br />maintenance issue. Although no redevelopment plans have been submitted, the COA <br />applications state current plans are to replace the Annex building with additional parking and the <br />Caster/Lincoln house property would be made green space. Due to his position on the school <br />board Mr. Lasko will excuse himself of involvement and voting in this matter. Mr. Matson has <br />been approached by a representative of the North Olmsted Police Department to use <br />Caster/Lincoln house for SWAT training purposes. Mr. Matson has declined the request pending <br />the ultimate disposition of the house so that no harm or damage would be done before that time. <br />Wind Energv Conversion Systems (WECS) <br />Concerning the proposed New Chapter 1153 (Wind Energy Conversion Systems) currently <br />before the Planning and Design Commission, Councilman Orlowski distributed a copy of <br />comments he submitted to the commission. Mr. Orlowski requests the Landmarlcs Commission <br />review and provide input on the information presented concerning WECS in the Historic District <br />or near a historic site. The next Planning and Design Commission meeting on this issue will be <br />held August 12. Proposed locations near the historic district and potential plans of the North <br />Olmsted City Schools concerning wind energy component installations and building needs were <br />discussed. Mr. Orlowski would prefer an ordinance for alternate forms of energy like solar <br />panels. Ms. Wenger said the City does not have an ordinance on solar panels nor is it needed. <br />The wind systems being discussed are free-standing units; they have more of an impact on <br />surrounding properties than other forms of alternative energy systems such as geothermal and <br />solar panels. Mr. Schumann recommends this issue of appropriate energy systems in the historic <br />district be placed on the August meeting agenda for further discussion. A letter of <br />recommendation to City Council could be prepared. He feels to completely prohibit residents in <br />the historic district from considering this form of alternative energy would be a mistake. <br />Landmarks could review all Certificate of Appropriateness requests for these types of projects in <br />the district. Ms. Wenger described the proposal as a three-tier system; a building-mounted unit <br />in any district, small free-standing units on parcels of one or more acres, and medium size units <br />in certain industrial or publically owned properties of five or more acres. There is a gap between <br />the biggest the City would allow and what the State of Ohio would regulate. A copy of the <br />ordinance will be forwarded to the Landmarks Commission members after changes are made. <br />COMMUNICATIONS <br />Great Northern Multi Modal Transportation Public Meeting, July 29 <br />Mr. Schumann announced the meeting.
