r <br /> <br />PLANNING & I)ESIGN COMMISSION <br />CI7CY OF NORTH OLMSTED <br />MINUTES FOR AUGUST 26, 2009 <br />ROLL CALL <br />Mr. Laslco called the meeting to order at 7:35 p.m. in Council Chambers and led the Pledge of <br />Allegiance. The Commission observed a moment of silence in honor of Senator Kennedy. <br />Present: John Laslco, Melissa Meredith, Greg Malone, Don Rerko, Angela Williamson, Ralph <br />Bohlmann, Jim Cotner <br />Staf£ Planning Director Kim Wenger, City Engineer Pietro DiFranco, Assistant Law <br />Director Bryan O'Malley, Assistant Building Commissioner Dale Mitchell, Clerlc of <br />Commissions Donna Rote <br />REVIEW AND CORRECTION OF 1VIINUTES <br />Mr. Lasko moved, seconded by 1VIs. Williamson, to approve the Planning and Design <br />Commission minutes of August 12, 2009, which was approved 7-0. <br />NEW BUSINESS <br />CMS09-08 Valvoline Instant Oil Chan2e; 24866 Lorain Road <br />Representative: Marlc Gilbertson, Valvoline <br />Ms. Wenger said the proposal consisted of fagade changes which were reviewed and denied as a <br />minor change. Changes consist of altering the roofline with a decorative cornice, a new red and <br />blue architectural feature and new signage. Clarification as to how the wall sign would affix to <br />the building is needed. Mr. Mitchell noted the fagade changes, signage proposal and indicated <br />some signage has been removed. <br />Mr. Gilbertson said the Valvoline design from 1986 was outdated and the building modifications <br />were designed for all stores across the country. There will be two tower elements, a new wall <br />sign and ground sign. The towers are white anodized aluminum clad with a red aluminum top <br />cap and recessed white neon lighting. Ms. Wenger questioned the neon lighting which the city <br />has never allowed. Mr. Gilbertson passed out detailed plans pertaining to the tower caps, <br />signage, neon lighting and provided a colored rendering of a remodel to show the visual affects <br />of the lights. If neon lighting is not allowed then LED or florescent lights would be used. The <br />red caps would extend beyond the towers and the lights would be hidden behind the cap. <br />Mr. Rerlco questioned if the colored wall element over the bay doors was illuminated and Mr. <br />Gilbertson said there would be internal lighting. The cabinet is 16 inches thick with an <br />aluminum band across the top and bottom and the florescent lights are inside the cabinet. Mr. <br />Lasko questioned if the rear two wall elements above the drive bays were illuminated signs. Mr. <br />Gilbertson said they were directional signs for the bays and would not be illuminated. Mr. <br />Mitchell said these cabinets would be wall signs unless the numbers were removed and <br />suggested moving the numbers inside the bays. Mr. Gilbertson said the numbers would be
