Mr. <br />Rerlco asked if the white background was part of the wall sign or the tower and Mr. Gilbertson <br />said the white section behind the sign is part of the tower. The tower which includes the wall <br />sign fits between the wing walls, which are about 8 feet apart. The wall sign is backlit and each <br />tower has a light band beneath the red capping. Mr. Rerko said the white backing was too strong <br />of a contrast against the gray building and suggested a muted color be used. Mr. Bohlmann <br />asked which elements were illuminated and Mr. Gilbertson said the red caps weren't illuminated <br />but the colored element was. Mr. Bohlmann noted the existing dumpster enclosure and asked <br />about the two additional dumpsters along the back corner of the building. Mr. Gilbertson said <br />due to recycling the additional dumpsters were added and do not fit into the existing enclosure. <br />Mr. Bohlmann said either an additional dumpster enclosure should be built or the existing <br />enlarged to fit all dumpsters. Mr. Gilbertson noted the existing dumpster was masonry matched <br />the building color and the gates are wood. Mrs. Meredith did not object to the building lighting <br />as the site was setback from the road and wooded. She asked if there would be a new ground <br />sign and noted that the painted directional arrows were faded and needed to be repainted. Mr. <br />Gilbertson said there would be a new conforming ground sign and the site would be resurfaced <br />and restriped after Labor Day. Mr. Rerko said the new wall sign is to match the new image <br />manual sheet. Mr. Gilbertson said his proposal included building changes and signage, not site <br />work. Mr. Laslco said that Valvoline's application made the entire site eligible for review. <br />Mr. Lasko moved, seconded by Mr. Bohlmann, to approve CMS09-08 Valvoline <br />Instant Oil Change of 24866 Lorain Road with tlne following cond'ations: <br />1. Wall washing lights for each tower will be recessed LED lighting and not visible. <br />2. An additional trash enclosure matching the existing enclosure will be constructed or the <br />existing enclosure enlarged to ensure all dumpsters are enclosed. A rendering of the <br />dumpster enclosure is to be submitted to building department for approval. <br />3. The elements above the rear entrance bays will not be illuminated and nor include <br />numbers or wording to ensure they are architectural elements only. <br />4. The new wall sign above the door will match the new image rmanual sheet submitted <br />8/26/09. <br />5. The front do not enter exit only sign between the two bays will be removed. <br />6. The parking lot will be resurfaced, restriped and new directional arrows painted. <br />The motion was unanimously approved 7-0. <br />CMS09-09 Sovereign Grace Church; 29047 Lorain Road: <br />Representatives: Darren Lander, Sovereign Grace Church; Randy Viviani, Property Manager <br />Ms. Wenger said the proposal consisted of a conditional use permit for a church to be located <br />within the Stearns/Lorain retail plaza. Chapter 1118 outlines the general criteria and standards <br />for review. Other than signage, the applicant is proposing no changes to the exterior of the <br />building. Therefore, the only issue before the Commission is the conditional use permit <br />standards and possible conditions related to the permit. The Building Department is currently <br />working with the applicant to resolve ongoing property maintenance issues. <br />Mr. Mitchell said the former and proposed use of space is both classified as assembly. The <br />proposed seating is shown at 200 which require 80 parking spaces. The site plan shows 168 <br />2
