Ms. Wenger assured the speaker all parcels listed as <br />light industry are zoned light industry; the County Auditor's website often lists the use of the <br />property rather than the zoning of the property. <br />Ms. Brookshire asked that the historical district be exempt from being included in the overlay <br />district due to the nature of the historic district including century homes. To install modern <br />windmills would be unsightly and disruptive for the district. Ms. Meredith said windmills have <br />been around for a long time and thought wind turbines could be designed to fit into the historic <br />district. Ms. Brookshire didn't think windmills belonged in a historic district. Mr. Rerko said <br />any proposed windmill applications submitted to be installed within the historic district would <br />have to be reviewed by the Landmarks Commission to address the visibility from the street. <br />Mr. Kosmac questioned if the zoning change was determined by the commission or the voters of <br />the city. Ms. Wenger advised that the Commission makes recommendations to City Council that <br />ultimately has the authority to approve or disapprove legislation. Mr. Kosmac said looking at the <br />middle school, high school campus and using the required setbacks, the monopole would have to <br />be 225 feet off the property line. Mr. Malone said that if a parcel can not meet the proposed <br />zoning requirements then the system would not be allowed. Ms. Wenger said that the <br />Commission had not received any official application pertaining to installing a WECS. Mr. <br />Kosmac questioned why the Barton Bradley field was not included in the overlay district. Ms. <br />Wenger said there is no building or use on the site which would benefit from energy generation. <br />She added that the ordinance addresses on site consumption for the property owner, not <br />providing or selling power to the general public. Mr. Diamond asked why would parcels which <br />can not meet the minimum requirements to install WECS be included in the overlay district. Ms. <br />Wenger said that the ordinance lists a range for the sizes which can be installed, wherein a <br />smaller size may fit on a property where a larger size may not. Mr. Cosmak asked if there was <br />enough on site usage to install a WECS at the golf course.
