<br />safe egress to the traffic signal at MacKenzie and Lorain Road. The Lorain Road curb cuts <br />become blocked during peak hours and the additional drive at MacKenzie will eliminate that. <br />The generator noise was also addressed. <br />Mr. Parry said once the pine trees are removed the back of the site would no longer be buffered <br />from the southern residents. He suggested the striped area being designed as a transitional area <br />between the building and paxking include a landscape island to provide buffering. All members <br />agreed planters were not warranted round the dumpster enclosure. Mr. Malone questioned the <br />area being split zoned and Ms. Wenger briefly explained split zoning along Lorain Road and the <br />challenges it created for such properties. Mr. Malone was satisfied with plant selection and the <br />existing evergreens being removed as they are old and don't provide much screening. Additional <br />harvest gold crab apples trees and low growing plants around the trees should be planted in the <br />area. Norway spruce trees are to be planted at 8 feet. He asked about the condition of the <br />existing landscaping on the site. Mr. Hoty said a landscape contractor replaced all existing <br />landscaping around the building. Mr. Bohlmann asked if the entire fence was being replaced or <br />just sections and Mr. Hoty said the entire fence will be replaced with a composite type fence and <br />only the new parking area will have continuous concrete curbing. Mr. Bohlmann felt that the <br />entire back asphalt curbing which was deteriorating should be replaced. Vehicle lights from cars <br />parking and leaving the lot will impact the residents. MacKenzie Road already has congestion <br />and the curb cut will hamper the residents' ability to get in or out of their drives. He said the <br />curb cut for MacKenzie Road should be eliminated. A lengthy discussion pertaining to the <br />proposed curb cut, its impact on the abutting properties and whether or not a traffic study was <br />warranted ensued. Some felt not moving the ATM mitigated the impact of the MacKenzie Road <br />curb cut as traffic around the building is one-way and any vehicles entering from MacKenzie <br />wouldn't affect the abutting homeowners. Mr. Cattani said there was no new development <br />taking place at the site they are just adding parking for existing employees. The traffic around <br />the building is one-way and as noted during peak hours it will be hard for any vehicle to exit <br />onto MacKenzie traveling north and after 6:00 pm the lot will be vacant. The bank has 34 <br />employees and the real estate company has agents who come and go throughout the day. <br />Mr. Parry said if the project's main purpose is to provide additional paxking three curb cuts are <br />not warranted for such a small site. Mr. Cattani said the curb cut is also needed to relieve backup <br />on the site at peak hours. If the real estate company has employees working at night the first <br />three residential homes on the east side of MacKenzie will be adversely affected. Mr. Bohlmann <br />said additional landscaping along the east property line of the new parking lot is needed to block <br />vehicle headlights. Mr. Malone said additional evergreens could be planted between the existing <br />maple trees or other low growing arborvitae. Mrs. Meredith asked if the parking lot would be <br />designated employees only and Mr. Cattani said employees will be instructed to park there. <br />Mr. Hill reviewed a nuxnber of corner lots which only have two drives therefore there is a <br />precedent of not allowing commercia.l curb cuts on residential roads. Real estate agents work all <br />hours of the day and night which will impact the residents. There is pedestrian safety to consider <br />as there are bikers and walkers along the MacKenzie sidewalks. Mr. Krause said although he <br />does not object to the parking lot, MacKenzie Road's current conditions already hampers his <br />ability to get in and out of his drive so adding another curb cut increases that impact. Mrs. Hill <br />noted the petition submitted by MacKenzie Road residents against the curb cut. Mr. Louis said <br />2
