It appears that the business has exceeded the owner's <br />ainbitions and the owner need to look at the site and the needs of the city to work out a solution <br />whether it is expanding or relocating. <br />Mr. Lasko moved, seconded by 1VIr. Bohlmann, to table CMS10-29: Reeycle Zone of 28820 <br />Lorain Road based on the applicant's intent to withdraw their variance request from the <br />Board of Zoning Appeals and work with city staff to find a suitable solution which was <br />approved 6-1; Mr. Parry voted no. <br />CMS10-31: Giant EaLle Phamacv; 27264 Lorain Road <br />Representative: Amy Whitacre, MCG Architecture <br />Ms. Wenger said the proposal consists of modifications to the existing building to accommodate <br />a new pharmacy drive through. The pharmacy will talce over the space formerly used by Iggle <br />Video. A new main entry/exit is proposed, which will coordinate with the exiting building <br />architecture and color scheme. The drive aisle and parlcing layout will be modified at the north <br />end of the plaza to accommodate the drive-through. An insignificant number of parlcing spaces <br />will be lost. The internal circulation at the area of the drive through and curb cut to Mill Road <br />has been improved. It is recommended that brick, bloclc or decorative fencing in lieu of inetal <br />bollards be installed at the drive-through, provide planting sizes and quantities and include a bike <br />raclc. Mr. Mitchell said four variances were required for signage. <br />Ms. Whitacre said the drive-though pharmacy is part of Giant Eagles interior redesign to relocate <br />the pharmacy and health, beauty and wellness center to the northeast corner of the building. She <br />aslced if there were more bollards then the ones replaced with planters at the new entrance. Ms. <br />Wenger said that the plans show five bollards. Ms. Whitacre said they would install bike racks <br />and loolc to replace all bollards. Landscape plans will be provided showing the plant size and <br />selections. The existing canopy will be removed and the congested area addressed. The drive <br />through canopy will match the existing canopies. <br />Mr. Rerlco said the two supports of the drive-through canopy should be more substantial by <br />surrounding them with decorative masonry. Ms. Whitacre said they could wrap the supports in <br />masonry to match the building and noted that all building materials and colors would match the <br />existing building and EIFS would only be used above the door line. Mr. Rerko questioned the <br />space created by the drive-through and Ms. Whitacre said the area would be grass. Mr. Rerlco <br />suggested adding plantings along the area to screen the drive. Ms. Whitacre said a new <br />landscape plan will be provided showing the changes listing size, type and quantity. Mrs. <br />Meredith asked how the tniclc deliveries would made deliveries. Ms. Whitacre said she believed <br />that semi truclcs go around the building and then baclc into place and noted there would be no <br />changes made to the loading doclc area. Mr. Parry aslced how the vehicles parlcing along the <br />front of the building would be addressed. Ms. Whitacre said that the new drive-through would <br />help discourage vehicles from parking along the front of the building. The commission felt it <br />would be better to have the Red Box on the opposite side door as there are parking spaces near <br />the entrance. Mr. Rerlco suggested removing the first two parking spaces along the northeast <br />curve to straighten the drive to the pharmacy. Mrs. Meredith asked for clarification regarding <br />4
