PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />li'IINUTES FOR SEPTEMBER 22, 2010 <br />ROI,L CALL <br />Mr. Lasko called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Don Rerlco, Ralph Bohlmann, Melissa Meredith Greg Malone, Robert <br />Parry, Jim Cotner <br />Staff: Planniilg Director KimUerly Wenger, Assistant Law Director Bryan O'Malley, City <br />Engineer Pete DiFranco, Building Commissioner Dale Mitchell, Clerk of <br />Commissions Doruza Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Lasko moved, seconded by 1VIr. Malone, to approve the Planning and I)esign <br />Commission minutes of Septerriber 8, 2010 which was approved 5-0. Mr. Parry and 1Mr. <br />Cotner abstained. <br />NEW BUSINESS <br />CM510-25: Century Federal; 28251 Lorain Road <br />Representatives: Dave Cattani, CU Center West; Zaclc Cody, property inanager; Rob Miller, <br />architect <br />Ms. Wenger said the proposal involves relocating an ATM and expanding the existing parking <br />which will include adding and altering curb cuts. The ATM will be moved to the east side of the <br />building. New parking spaces and a new curb cut are proposed onto Mackenzie Road. Existing <br />Lorain Road curb cuts will be modified, the west drive will be ingress/egress and east curb cut <br />will be egress only. Existing trees to be preserve include oalc trees in the parking lot island and <br />maples along Maclcenzie. In the expansion area a three-foot mound with plantings is proposed <br />along the residential property to the south and the existing stoclcade fence will be continued at <br />the same height. The applicants understand they are responsible for maintaining the mound and <br />plantings behind the fence. Newly submitted plans were to address lighting, parlcing striping, <br />and one direction curb cuts. Lot consolidation is required and should be a condition of approval. <br />Mr. Mitchell reviewed lighting issues which were addressed in the newly submitted drawings. <br />The proposed dumpster location is visible from the right of way, not enclosed and should be <br />enclosed. Mr. DiFranco said a storm water management plan is proposed and he would require a <br />multi stage outlet control structure for the system. <br />Mr. Cattani said the proposed plan stems from the need to move an ATM machine, provide <br />additional parking and traffic flow in, around and out of the site. The vacant parcel was <br />purchased with the intent of expanding the parking when needed. The building now houses an <br />operations center, a banlc branch and a real estate con:pany. Currently during winter months <br />there is nowhere left on the site to store snow and accommodate tenants' parlcing needs. Adding
