Mr. Malone aslced if the landscaping along the front south property would be in a landscape beds <br />with mulch. Mr. Heatherly said they had not planned mulch. Mr. Malone said it was his <br />recommendation to have the front area be a continuous landscape bed and the selection of trees <br />changed as the arboivitae and dogwood will grow and ultimately bloclc the view of the building. <br />A new landscape plan should use lower growing plants and include more variety of texture such <br />as evergreens, deciduous shrubs, seasonal flowers and perennials. Mr. Heatherly aslced if there <br />was a landscape guide available and Ms. Wenger said no. Mr. Malone suggested the applicant <br />meet with a local landscaper who could draft a plan which met the commission's requests. The <br />front area is to be a landscape bed including mulch. The peninsula in the entrance drive shows <br />gravel, instead plant a dwarf crabapple and continue the landscape bed plantings. The materials <br />noted regarding vapor barrier needs to be changed to blaclc woven landscape fabric as visqueen <br />will hinder air and water permeation. In lieu of cypress mulch, use a shredded hardwood. The <br />vinyl edging is to be a commercial grade 6 inch poly or aluminum edging. <br />Mr. Mitchell said plans show a 3 foot man door and a 6 foot roll up sectional door which could <br />be changed to be a set of man doors painted to match the building which can be used as french <br />doors for deliveries. The commission supported the idea of using double doors as they are <br />against commercial overhead doors along the front of the building. After a brief discussion the <br />commission said they would allow the project to move forward but would malce their approval <br />contingent upon the changes being made. Mr. O'Malley advised that although Council has final <br />approval they are lcnow for upholding the commissions recommendations. <br />Mr. Lasko moved, seconded by Mrs.lVleredith, to approve CMS10-20: O'lteilly <br />Automotive Inc. of 24254 Lorain Road contingent upon the following: <br />1. 1VIr. Malone's landscaping recommendations are to be incorporated. <br />2. The man door and overhead garage door be replaced by a set of double doors painted <br />to mach the building color, which will serve as a delivery bay and have the appearance <br />of double doors. <br />3. All lighting fixtures and light readings will meet code requirements. <br />The motion was approved 5-0. <br />CMS10-26: Wal-Mart: 24801 Brookpark Road: <br />Representatives: Aaron Mason, CESO; Fraiilc Schaeffer, architect; Chris Hubbard, Walmart <br />marlcet manager; Donna Griffon, store manager <br />Ms. Wenger said Walmart proposes a 32,000 square foot expansion onto the existing building to <br />create a superstore. The property is zoned Mixed Use A therefore the Commission has the <br />authority to review and approve amendments to the detailed development plan. The addition <br />includes extending the building to the south and expanding customer entry areas along the west. <br />Building addition materials will match the existing building and the tnick doclcs and service area <br />will be shifted south with the new addition, and will include a masonry recycling area. While <br />total parlcing will be reduced, the new parlcing ratio will be 5.25 spaces per 1,000 square foot <br />talcing into account area used for storage. The parlcing area to the west of the building will be <br />expanded and used for customer parking, while the lot south of the building will be used for <br />employee parlcing and service access. To provide adequate parlcing new spaces are proposed <br />within the 25-foot required landscape buffer on the north and south sides of the main parking lot, <br />2
