Mr. Maddux said <br />due to budget issues they prefer a wooden enclosure. Mr. Rerlco asked how many dumpsters <br />were on the site and said the enclosure is to be large enough to accommodate all dumpsters on <br />site. Mr. Rerlco aslced if exterior wall lights would be added and Mr. Maddux said wall paclcs <br />would be mounted above all entrances. Mr. Rerko aslced applicants to malce sure the mechanical <br />equipment is buffered from apartment complex views. Mr. Malone said the selection of plants is <br />a good mix and conducive to surviving in the area. The storm water retention plan required <br />could be a bio retention option as there appears to be enough room along the rear of the property. <br />Mr. Maddux said they are proposing a shallow retention along the north end of the parking lot to <br />be the most affective. Mr. Malone said the bed preparation notes should eliminate the wording <br />"and 97% to 100% shall pass a'/a inch screen opening". The installation notes reference a soil <br />mix of 50% compost and leaf huinus and 50% topsoil, which should be 70% natural site soil and <br />30% well aged compost. The mulching used should be aged a minimum of 6 months rather than <br />12 months. Mr. Bohlmaiul said he agreed the dumpster enclosure should be briclc and should <br />hold as many dumpsters as are on the site. He agrees that the canopy height is sufficient for <br />squads as ladder tniclcs would not be used beneath any canopy. Mrs. Meredith aslced if code <br />requires all enclosures to be closed and Mr. Mitchell said enclosures are required to be three <br />sided however the commission's newer projects have been required to be enclosed. The <br />commission briefly reviewed the possible variances from Mr. Mitchell's report and it was found <br />that there would be no variances required as all lighting issues are or will be rectified. Side yard <br />setbaclc for parlcing is now coinpliant. Parking will be short by two spaces, which will be <br />landbanlced. The dumpster enclosure will be masonry and all dumpsters on the site will be <br />within the enclosure. Canopy lighting will be low level indirect lighting less than 5 foot-candles. <br />Mr. Calmer asked if the proposed project documents were available for review by the general <br />public and Mr. Laslco said if anyone wishes to view the documents they can do so by contacting <br />the clerlc who maintains all case files. Mr. Schnupp said currently there is about 137 feet of <br />woods behind his hoine and asked how much of the woods would be removed and Mr. Maddux <br />said the area is not being touched. Mr. Schupp aslced about future plans to purchase property on <br />Root Road to have another access point; Mr. Maddux said he was not aware of any future plans. <br />Mr. Laslco moved, seconded by 1VIr. Rerko, to approve the proposal for CMS10-11: John <br />Knox 1'resbyterian Church of 25200 Lorain Road with the following conditions: <br />l. No variances will be requested. <br />2. The dumpster enclosure will be masonry and accommodate all site dumpsters. <br />3. Landscape plans will be modified to reflect Mr. Malone's comments. <br />4. The canopy illumination will be indirect lighting with less than 5 foot candle readings. <br />5. There will be two landbanked parking spaces provided on the revised plan. <br />The motion passed 5-0. <br />2
