PLANNI1oTG & DESIGN COMMISSION <br />CITY OF NORTH OLMS'I'ED <br />MINUTES OF APRIL 14, 2010 <br />ROLL CALL <br />Mrs. Mereclith called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge <br />of Allegiance. <br />Present: Melissa Meredith, Robert Parry, Greg Malone, Don Rerlco, Ralph Bohlmann <br />Absent: John Lasko, Jim Cotner <br />Staff: Planning Director Kimberly Wenger, Assistant Law Director Bryan O'Malley, <br />Building Commissioner Dale Mitchell <br />REVIEW ANI) CORRECTION OF MINUTES <br />Mrs. Meredith moved, seconded by Mr. Malone, to approve the March 24, 2010 minutes, <br />which were approved 5-0. <br />OLD BUSINESS <br />CMS10-10: Stop On Inn; 29352 Lorain Road: <br />Proposal consists of adding a seasonal outdoor patio to existing restaurant. Note: PDC tabled on <br />3/24/10 and BZA denied variances on 4/1/10. Mrs. Meredith announced that Stop On Inn <br />withdrew its proposal via email on April 12, 2010. <br />NEW BUSINESS <br />CMS10-06: Elevate North Church: 4954 Great Northern Mall: <br />Representatives: Dave Bever, Elevate North Church; Kurt Reddiclc, Westfield Great Northern <br />Ms. Wenger said the conditional use permit is for a church to be located in the Westfield Great <br />Northern Mall. Chapter 1118 outlines the general criteria and standards for review which the <br />Cominission should apply and noted that there was no development plan for review or approval. <br />Conditional use standards include physical and operational compatibility, consistency with <br />design standards and development regulations, promotion of the normal and orderly development <br />of surrounding property, traffic generation, adequate public facilities, and adequate screening. <br />Mr. Mitchell reviewed the timeline of plans submission and receipt of required documentation. <br />He is working with the tenant on space renovation issues particularly related to sound. <br />Rev. Bever said Elevate North Church is currently meeting on Sundays at Chiclc-fil-A and that <br />the mall location was identified as a good site to plant and grow the church. The congregation's <br />goal is to have the church become an integral part of the community. Sunday services would be <br />held at 10:00 and 11:30 a.m. with youth programming on Thursday evenings. There are <br />currently about 40 core members and membership is expected to grow.
