Mr. Reddiclc said that Elevate North would have a short term lease for the proposed tenant space. <br />He acknowledged that Westfield had presented a major plan for redevelopment of the area within <br />the past year and assured the Commission that plans for the food court relocation were <br />progressing along with plans for a big box retailer in the current food court area. <br />Mr. Rerlco had concerns regarding the storefront glass particularly in the children's area and the <br />ability of patrons of the food court to look into the space. Rev. Bever said that except for the <br />doors the glass would be tinted so that people could see out of the space but not into the space. <br />Mr. Rerko aslced how restroom facilities would be accessed. Rev. Bever said that restroom <br />breaks would be scheduled for the children and that adults would accompany the children to the <br />public restrooms in the food court area. There is also one restroom in the tenant space. <br />Cominissioners aslced how noise would be addressed, both from inside the food court and from <br />the church services. Rev. Bever said services will start before the mall is open and conclude <br />before it's busy. Sound levels will be lcept low, similar to music playing in mall stores. Doors <br />would Ue kept closed except for greeting people before services. Mr. Reddick said the food court <br />isn't busy on Sundays until between 12:30 and 1:00 p.m. <br />Mr. Rerlco said that there may be an impact associated with the church services letting out on the <br />onsite traffic circulation. Mr. Reddiclc said that the mall is not busy during the times of the <br />service therefore this would not be an issue. Mr. Parry said that there is far greater traffic in the <br />food court in busier times such as holidays and that the additional traffic would be minimal. <br />Mr. Bohlmann aslced about the term of the lease and for clarification regarding the mall's future <br />development proposal. Mr. Reddick said the lease was for one year. This is a short term lease <br />and the mall has expectations to move ahead with a larger project. Mr. O'Malley said that the <br />Commission should recognize that there are prior approvals for the area and that the conditional <br />use permit request does not substitute or replace prior approvals granted. Attaching a time frame <br />to the conditional use permit may be a way to malce clear that the prior approvals stand. <br />Rev. Bever said the mall has been very clear about their long term plans and understands that <br />they can be given notice prior to their lease expiring. The Commission reviewed each <br />conditional use standard and found that the proposal met all criteria of Chapter 1118.03 and <br />would not adversely impact the mall but should be limited. <br />Mrs. Meredith moved, seconded by Mr. Malone, to approve a conditional use permit for <br />CMS10-06: Elevate lOTOrth Church of 4954 Great Northern Mall, Tenant Space 450, having <br />found in the affirmative that the applicant met the standards of 1118.03(a)-(f), with the <br />conditions that the conditional use permit will expire at the end of two years from 4/14/10 <br />and subject to the continuation of prior approvals for the redevelopment of the space, <br />which was approved 5-0. <br />COMMUNICATIONS <br />Ms. Wenger reported the City was successful in obtaining a Community Development Block <br />Grant for $100,000 for the relocation of the Emergency Food Cupboard. <br />2
