Mr. Behrens said currently the site includes a building, paving and only 2% green space and will <br />be replaced with a 4,800 square foot bank and 30% green space. The site shows 27 parking <br />spaces and a detention basin along the southern part of the property. Two curb cuts are shown <br />but the eastern curb will be an exit only right-turn configuration to improve internal traffic <br />circulation. Landscaping and site lighting was designed to meet city codes and support the needs <br />of the bank. The light poles were lowered to 20 feet to meet lighting requirements. The building <br />will be brick and prairie stone veneer with an asphalt shingle roof. Signage on the site consists <br />of one monument sign and three directional signs. The first directional sign is along the west <br />property line directing vehicles to the drive through. The second directional sign at the northeast <br />corner of the building walkway is a do not enter/stop sign to keep vehicles from entering and <br />caution those leaving the drive through. The third directional is at the northeast corner of the exit <br />right-turn only curb and is a do not enter sign. The fourth is a monument sign which meets code. <br />The majority of the variances required for the ground signs are for distances between them. The <br />wall sign requires a variance as it is 10%z inches higher than allowed. <br />Mr. Rerko aslced for clarification for sign C. Mr. Behrens said C represented the blue banding <br />along the drive through canopy. Mr. Rerko said the stone veneer banding should wrap around <br />the top of all sides of the building or alternately the briclc color of the main front elevation should <br />be changed. Mr. Rerko did not believe the canopy sign was warranted being so close to the wall <br />sign. Mr. Malone said the planting materials were appropriate but the sizes should be consistent <br />so both the green boxwoods and goldflame spiraea axe to be 24" to 30" tall and noted a full size <br />landscape plan needed to be submitted. Mr. Parry asked to provide painted arrows at the east <br />drive or have a double face sign saying do not enter/right turn only and Mr. Behrens said he <br />would add right turn only. Mr. Mitchell said the northeast directional sign would need to be <br />moved and would require additional variances for total ground signs, distance and being within <br />the 35 foot line of site triangle. Mr. Malone asked if the 10%z inches could be eliminated so the <br />wall sign would meet code. All Commissioners agreed that the canopy sign was not warranted <br />and should be removed. Mrs. Meredith reviewed that the Commission would be in favor of a <br />10'/Z inch variance for the wall sign but all lighting and fixtures were to meet code. <br />Ms. English, a neighbor, asked if the detention system would alleviate the flooding at the <br />condominiums and Mr. DiFranco said that the detention pond would help but may not eliminate <br />the issue. Councilman Orlowski asked if the city could determine where the blockage was <br />located. Mr. DiFranco said the main line is off the bank property and may be located in an <br />easement. He said the blockage may be on the condo property. <br />Mrs. Meredith moved, seconded by Mr. Malone, to recommend the Board of Zoning <br />Appeals grant CMS10-08: Retail Bank of 25775 Lorain Road the variances required for <br />the 3 additional ground (directional) signs and their proximity to one another which was <br />approved 6-0. <br />Mrs. Meredith moved, seconded by Mr. Malone, to recommend the Board of Zoning <br />Appeals grant CMS10-08: Retail Bank of 25775 Lorain Road a 10%2 inch variance for a <br />wall sign taller than allowed (sign A); code permits 4 ft, applicant shows 4 ft 10%z inches, <br />based on the canopy sign D being removed from the package, which was approved 6-0. <br />2
