. . <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />AGENDA FOR JUNE 9, 2010 <br />ROLL CALL <br />Mr. Laslco called the meeting to order at 7:00 p.m. in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: John Lasko, Jim Cotner, Greg Malone, Melissa Meredith, Robert Parry <br />Absent: Don Rerko, Ralph Bohlmann <br />Staff: Assistant Law Director Bryan O'Malley, Building Commissioner Dale Mitchell, <br />Clerlc of Commissions Donna Rote <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Lasko moved, seconded by Mr. Malone, to approve the Planning & Design Commission <br />minutes of May 26, 2010 which was approved 4-0; Mrs. Meredith abstained. <br />OLD BUSINESS <br />CMS10-14 The Welcome House; 27200 Lorain Road: <br />Representatives: Joseph Khouri, Carnegie Management; Tony Thomas, Executive Director of <br />Welcome House Inc. <br />Mr. Lasko read Ms. Wenger's report which said the proposal consisted of a request for a <br />conditional use permit for an adult day habilitation center to be located in an existing building in <br />the Water Tower Square plaza. No exterior changes to the building or site are being proposed <br />and development plan review was not part of the application. The report noted types of <br />conditional uses outlined in Section 1135.01(c) of the One and Two Family Residential District <br />and Chapter 1118 which outlines the general criteria and standards for review which the <br />Commission should apply in their review. She said the proposal met all the general criteria of <br />Chapter 1118 and she recommended Planning and Design Commission recommend City Council <br />grant the conditional use permit. Mr. Mitchell said he had no objections to the request but <br />needed clarifications on property maintenance issues related to landscaping which would be <br />required to be addressed. Mr. O'Malley described the Commission's review of a conditional use <br />permit. The Commission questioned the site plan and Mr. O'Malley said that the building official <br />was just mentioning minor property maintenance issues and aslcing if the originally approved <br />plans were followed. <br />Mr. Thomas said the center is in the Water Tower Square plaza. Recently there has been a <br />recommendation to downsize the number of participants at each center so they would like to <br />open day activities center for the elderly with special needs. They will be able to accommodate <br />up to 50 people a day. They are hoping to also provide training for their clients in hopes that <br />they can find work. Mr. Laslco asked about the landscaping submitted. Mr. Khouri said the site <br />plan submitted was the originally approved plan and they would make sure the landscaping was <br />brought into compliance and noted the property maintenance schedule.
