on the building. The placement of the building on the lot restricts visibility of the Lorain Road <br />sign to traffic traveling west therefore a third sign was placed over the east entry. The Buick <br />GMC building was placed to keep in line with the existing Cadillac building and worlc with the <br />topography of the lot which has a negative slope to the north. The required GMC design and <br />layout of the building was also a contributing factor in its placement. Only the front eastern <br />corner of the GMC building is within the setback. The front and side yard parking variances are <br />for the customer and display parking in front of the GMC building and along the lot which will <br />house display vehicles. Signage for GMC building is regulated by GMC which requires owner, <br />manufacture, logo and certified service signs on all their buildings. Although the manufacture <br />and logo signs are stacked they are considered two separate signs. The variance for irrigation is <br />for the eastern parcel only as the main parcel will be irrigated. The eastern parcel has no utilities <br />as it is a vacant lot and they are prohibited from crossing parcel boundaries to extend the utilities <br />onto a lot they do not own. Therefore the landscaping will be manually maintained. He assured <br />the board that the main lot would be inigated as required by code. The lighting variances are for <br />readings along Lorain Road and the average light level throughout the parking lot. The <br />illumination readings are as low as they can safely be without jeopardizing the security of their <br />vehicles. Mr. Morris thanked the board for addressing his requests and assured the board every <br />effort possible was taken to minimize the variances. <br />Mr. Mitchell said the applicant has work hard to update his property which is a benefit to the <br />community. He has no obj ections to the lighting request for safety and the request is minimal. <br />The main lot will be irrigated and the vacant lot has no means to be irrigated therefore the <br />variances are warranted. The Cadillac building setback is for the canopy and the existing <br />building is further within the setback. The GMC building setback is only the southeastern corner <br />of the building and due to the topography of the site unavoidable. Mr. Gareau reviewed the <br />inanner in which the City had been working with Mr. Morris to enhance the site. The city has <br />offered to allow the applicant use of the recreation center drive and possibly rent space to store <br />cars during construction. The city is aware of occurrences of vandalism taking place on the lot <br />and the lighting request is minimal. A brief discussion pertaining to the body shop building <br />ensued. Mr. Morris said he was not sure what he would do with the building but it would be <br />painted and maintained. The board was concerned that the front parking and building setback <br />could be eliminated however after the applicant reviewed the practical difficulty of placing both <br />to code the board had no objections. Ms. Rudolph asked if the light variance was in line with <br />other dealerships in the city and Mr. Mitchell said the lighting levels are less then most of the <br />existing dealerships. The individual wall sign sizes were briefly reviewed and although there are <br />additional wall signs neither building exceeds the square footage allowed. <br />Ms. Rudolph moved, seconded by 1VIs.
