the height of the bank signs is due to the name being stacked and the logo being located within <br />the sign. The letters are only 1'4" high. There are three streets which have access to the site and <br />there is banking services being conducted on the north side of the building. Due to the size and <br />layout of the lot they do not believe their request to be substantial nor will it adversely impact <br />their neighbors. In fact the proposed changes will improve the overall character of the <br />neighborhood. Governmental services would not be affected and each sign was designed to fit <br />the architectural detail of the building. <br />Mr. Soclof said although they support their neighbors request for a special permit and area <br />variances they do not support the proposed monument sign and would like the north street <br />addressed. He discussed recommendations of the Planning & Design Commission pertaining to <br />the monument sign and the commission being opposed to its size. Mr. Gareau said the <br />monument sign was not before the board as it meets code therefore it is not up for review. He <br />then advised that the board would only be addressing items related to the variances requested; if <br />the neighbors had comments on development plans they would need to address those when the <br />applicant goes before Council. <br />Mr. Mitchell said the area variances are not substantial and the applicants have done their best to <br />add landscaping and meet their parlcing setback requirements. The proposed directional signs are <br />located at the northwest and southeast entrances and require a variance for distance between <br />them which can not be met due to the size of the lot. He does not object to the height of the banlc <br />sign as the logo is incorporated and letters are just over a foot tall. The additional signs are <br />warranted as there drive-through is located on the baclcside of the building. <br />Ms. Wenger said that the applicant has addressed the entire site and has done their best to add <br />green space and the nonconformance is an existing condition. There are four ways to access the <br />property which is very small. Directional signs are appropriate for traffic circulation and wall <br />signs are needed for the multiple access points. She supports the applicant and appreciates all <br />they have done to worlc with the city in making the recommended changes. A brief discussion <br />ensued pertaining to Planning & Design Commission discussions and the neighbor's objection of <br />the wall signs due to the size of the ground sign. <br />Ms. Rudolph moved seconded by Ms. Diver, to grant CMS11-08: First Federal Savings & <br />Loan of 26624 I,orain 12oad a special permit to add to a non-conforming building (1165.02) <br />which passed 4-0. <br />Board members voiced that they did not object to the area variances requested due to the size and <br />shape of the lot and the overall plan which enhances the area. <br />M. Rudolph moved, seconded by Ms. Bellido, to grant ClYIS11-08: First Federal Savings & <br />Loan of 26624 Lorain Road, the following area variances: <br />1. 15 foot variance for front yard setback (Lorain Road); code requires 20 feet, applicant <br />shows parking at 5 feet from ROW; Section 1139.07. <br />2. A 5 foot variance for side yard setback (East property line); code requires 10 feet, <br />applicant shows parking at 5 feet from property line; Section 1139.07. <br />3. A 15 foot variance for yard setback on a corner lot (Sparky Lane); code requires 20 feet, <br />applicant shows parking at 5 feet froan right-of-way; 5ection 1139.08.
