Note: Eight spaces shown under pumping canopy. <br />Brad Kershaw of LS Architects, 22082 Lorain Road, Fairview Park, and owner Scott Kollab of <br />Northeast Ohio Petroleum Co., 1444 Adelaide Street, Westlake, were sworn in. Mr. Kershaw <br />said the proposal is to improve the site of a former Sunoco service station for a new Sunoco with <br />a convenient store. To provide space for a walk-in cooler a variance is requested to add to a non- <br />conforming building. The addition will match the existing architecture. Many of the variances <br />requested existed with the former business. The proposed renovations will improve the site. <br />They have worked with city staff to eliminate or reduce variances and come up with best <br />solutions. The plans include eliminating a curb cut on Clague Road, modifying parking areas, <br />and adding landscaping. A variance is requested for a dumpster enclosure to provide an <br />appropriate service and delivery area. <br />Ms. Wenger said the administration appreciates the applicants' effort. The site is currently wall <br />to wall asphalt. The applicant has reduced the nonconformity of the site. Many of the variances <br />requested are existing conditions. The applicant is proposing to add green space. The proposed <br />addition to a non-conforming building would make it additionally non-conforming as it concerns <br />the rear building setback, but the variance is a good balance for the improvements being <br />proposed. The new Sunoco represents benefit to community and to the property. Therefore, she <br />supports the project. Ms. Wenger said the Building Department supports the requested <br />variances. Mr. Gareau pointed out the unique challenges discontinued gas and service stations <br />present to the community. As an interested member of the administration, the project should be <br />met with open arms. The proposal is worthy of favorable consideration. <br />Ms. Rudolph asked and it was confirmed that the dumpster location would provide enough <br />clearance for deliveries. Parking space Number 9 was discussed as it pertains to safety <br />clearances. The angle and orientation of the parking space was adjusted as per the City's <br />recommendations, which will improve safety from existing conditions and is within acceptable <br />parameters. Ms. Diver asked about the decision to place the picnic table near the dumpster. She <br />feels it would be better placed on the other side of the building, away from the dumpster and <br />deliveries. Ms. Wenger said the plan is to place the table in a quiet area near the best location for <br />the bicycle rack; the location is not a zoning issue. Mr. Kershaw added that Mr. Malone <br />recommended the addition of landscaping on the west side to separate the parking area from the <br />adjacent office building. Plantings have also been added in front of the dumpster enclosure. <br />Mr. Lopez moved, seconded by Mrs. Rudolph, to grant Sunoco at 23370 Lorain Road a <br />special permit to add to a non-conforming building and the variances requested as written, <br />which passed 5-0. - <br />COMMUNICATIONS <br />Ms. Diver inquired of the Law Director and Planning and Development Director if anything can <br />be done to encourage U.S. Wallcovering to make site and fagade improvements.
