4- <br />Mr. Waldo said the existing building will be demolished and replaced with a convenience store. <br />There will be cross access agreement with the neighboring property owner to be submitted once <br />finalized. Building placement is due to regulations pertaining to distances from emergency stop <br />buttons and line of sight of the pumps. The landscaping plan was designed to add green space <br />along roadways and will be used to soften the building design. The north side will included <br />picnic tables and a bilce raclc as well as decorative lights. Lighting will match existing lights <br />throughout the center and be 30 ft tall. They will meet ODOT standards when replacing the <br />existing curb cuts. The existing fuel station will have the existing kioslc removed and in its place <br />will be a covered drive aisle to access the stores parking. There will be 18 parking spaces added <br />to the development. The building design layout is for possible future expansion of the building. <br />The northern corner of the existing parking lot will house the dumpster enclosure. They would <br />like to have the new store open by early summer of 2012. <br />Mr. Malone said plant selection and placement of beds is good. He recommends the bed south <br />of the building which has arborvitaes and little bunny fountain grass include knockout roses and <br />Stella D'Oro Daylilies also. Regarding sizing of plants Rheingold American Arborvitae is to be <br />3 gal, Knockout Roses 2 gal, Sea Green Juniper 2 gal, Crabapple and Red Sunset Maple trees to <br />be 2 Y2 inch caliper, and Spruce trees 8 ft. Daylilies should be Stella D'Oro. The two landscape <br />beds which have crabapples in them should have staggered junipers to fill in lilce a groundcover <br />rather than a border. Mr. Waldo agreed to make the landscape changes suggested. <br />Mr. Parry said the circulation pattern seemed confusing and involved too many stops. He asked <br />if thought was given to adding pumps in lieu of the drive-thru which seemed to create circulation <br />issues. Mr. Waldo said the site will have painted traffic controls to help circulation. Mr. Parry <br />said the south and east elevations face a prominent corner and what is proposed is the least <br />aesthetically pleasing elevations of the building. He asked why the building wasn't moved north <br />and if expanded, have it be to the south so the transformer and back of building are not facing <br />Lorain Road. Mr. Waldo said utilities would have to be moved north and the interior design of <br />the building did not lend itself to accommodate a mechanical/electrical room to the north. Mr. <br />Parry felt a large brick would be more appealing than the split-face block. Mr. Peepers said he <br />was concerned for the appearance of the south elevation as well. He asked how deliveries would <br />be handled. Mr. Waldo said most deliveries are via hand-truck to the front of the store done off <br />hours and box trucks would parlc within the parking area. He said there would be no outdoor <br />storage at the location and bulk materials would be housed within the dumpster enclosure. Mr. <br />Malone asked if the south and east elevations would be mounded to soften the building exposure <br />and Mr. Waldo said the possible future expansion would be to the north and east which is why <br />the landscaping along the east is limited. A brief discussion ensued pertaining to access and <br />traffic control and Mr. O'Malley said the commission could require the applicant as part of <br />approval to implement the city engineer's recommendations. Mr. Waldo said the variance for <br />lighting will be withdrawn and a new photometric plan submitted which meets code. Mr. Parry <br />is against a front setback variance for a concrete block building which places its <br />mechanical/electrical fagade and transformer in such a prominent location. <br />Mr. Hoelter is concerned that the new store would result in Giant Eagle becoming a superstore <br />according to code. He asked if variances were required for signage and if fuel trucks were <br />allowed to exit onto Dover Center Road and Ms. Wenger said signage does not require variances <br />2
