Ms. Meredith moved, seconded by Mr. I'eepers to approve the site plan for CMS11-21: <br />Ganley gIyunclai of 25870 Lorain Road with the following conditions: <br />1. The ACM systern shall be continued the entire length of the east and west walls and the <br />north elevation will have a painted band to match the panels <br />2. The warranty parts shed is to be painted <br />3. The safety bollards are to be a brushed stainless steel <br />The motion passed 5-0. <br />Country Club Boulevard Streetscape Proiect <br />Representatives: Petro DiFranco, RLBA; Rob Morgan, McKnight & Associates <br />Ms. Wenger said the city obtained a Community Development Block Grant for streetscape <br />improvements to Country Club Boulevard in the area between Lorain Road and Victoria Lane. <br />The main objectives of the project are to promote the safe and efficient movement of traffic, <br />including vehicles, pedestrians and bicyclists; improve the physical condition of the <br />infrastructure in the area and enhance the appearance of the corridor. The City's design team has <br />been worlcing to develop plans that incorporate improved medians, lighting, crosswalks, signage <br />and more. <br />Mr. DiFranco said the project entails replacing the concrete medians between Lorain and <br />Victoria Lane with landscaping. The existing lighting will be replaced with more pedestrian <br />scale two headed light poles. The existing crosswalks will be improved at Lorain and Victoria <br />with a midway crosswalk added which will have flashing signal. New traffic signals will be <br />ADA compliant and the crosswalks will include stamped color pavement. There are five bus <br />stops which will be improved. The City's new branding is reflected in the color of the banners <br />as well as the style of the poles. The light poles will accommodate street banners and street signs <br />will also be replaced. <br />Mr. Morgan said currently there are six medians which will be replaced with a mixture of trees, <br />ornamental grasses, shrubs, low groundcover and perennial plantings. The plants chosen are salt <br />and draught tolerant as the area will not be irrigated. Plants chosen include Iris, Coneflower, <br />Daylilies, Yucca, Catmint, Black Eyed Susan and Russian Sage. Trees and shrubs include <br />Honeylocust, Sweetgum, Bald Cypress, Gro-Low Sumac, Viburnum, Juniper, Shrub Roses and <br />Cinquefoil. He suggested using a low wall or art at either end of the corridor. Ms. Meredith <br />asked who would be responsible for maintaining the plant selection. Mr. Malone said the plan <br />looks good however he is concerned the maintenance of the plants chosen will be significant. <br />Mr. Morgan said there could be adjustments using low shrub type materials. In lieu of perennials <br />they could use woody low shrub type material in the main body of the median and ornamentals <br />at the ends. Mr. Rerko asked about stamped pavers or brick pavers to slow traffic. Mr. Parry <br />asked if the sidewalks would be 5 feet wide and if all sidewalks are being replaced. A brief <br />discussion ensued regarding the number of bus stops there were and if any were enclosed. <br />Ms. Philips is concerned about car accidents in the area due to the curve of the street. She is also <br />concerned that the plants are taken care of by the city not the condo owners. Ms. Doubler said <br />the sidewalks are so close to the street fhat when the street is plowed the sidewalks are covered
