Ms. Meredith moved, seconded by Mr. Bohlmann, to approve CMS11-20: Destination XL <br />of 4626 Great Northern Blvd their proposal which consists of building and site <br />improvements with the following conditions: <br />1. Install gates on all dumpster enclosures <br />2. Submit a photometric plan which meets code with working drawings <br />The motion passed 5-0. <br />COMMUNICATIONS <br />25896 Butternut Ridge Road <br />Landmarks Commission report and recommendation for landmark status of building at 25896 <br />Butternut Ridge Road - the George Biddulph home <br />Ms. Wenger said the Landmarks Commission was in the process of landmarking a home within <br />the city. The home noted was vacant for quite a while and was allowed to fall into disrepair <br />however, the home was recently purchased by a foundation which has indicated they will restore <br />the home. A committee was formed within the commission to research if the home should be <br />landmarked. The committee was headed by Mr. Richner who was present to discuss the report. <br />Mr. Richner spent many hours researching and assembling documents to create the report before <br />the commission which is required under Codified Ordinance Chapter 165.05(b)(5). Ms. Wenger <br />reviewed chapter 165.05. She noted that the Master Plan did not specifically address the issue of <br />landmarking properties; however the commission could address the proposal as it relates <br />generally to the plan's goals, objectives, policies and land use recommendations. <br />Mr. Malone asked if the current owner initiated the process and Ms. Wenger said no, but the <br />owners have indicated they are interested in restoring the home and having it landmarked. Mr. <br />Peepers asked if landma?k status would restrict the owner's ability to make changes and Ms. <br />Wenger said all homes within the historic district are required to go before the Landmarks <br />Commission for a certificate of appropriateness for exterior changes. Mr. Bohlmann said he was <br />glad to see someone purchased the home and is willing to restore it. He enjoyed reading the <br />detailed information and noted he knew some of the family members. All commissioners agreed <br />that the report was well written and met all of Chapter 165.05 requirements. Mr. Porter, a <br />resident, said he was pleased the foundation purchased the home and said there were already <br />improvements being made to the site. Ms. Meredith said the report was very clear in showing <br />the significance of the home and the Biddulph family which was instrumental to the growth of <br />the city. The single family home is consistent with the zoning of the area and its preservation as <br />a residential district. Preserving historic structures also serves to keep the character of the <br />historic district in tact. Ms. Wenger said notices would be mailed out for a public hearing <br />scheduled for the November 14th Landmarks Commission meeting. The owners of the home will <br />be invited as well as the general public and the Planning and Design Commission. <br />Ms. Meredith moved, seconded by Mr. Malone, to recommend landmark status be granted <br />to the building located at 25896 Butternut Ridge Road based upon the following findings: <br />1. The nomination meets all four requirements of Chapter 165.05. <br />2. Preserving and recognizing the home contributes to preserving the housing stock of the <br />City in general and the historic district in particular. <br />2
