The south masonry wall would be looked at to see <br />if it needed painting. Regarding the photometric plan his electrical engineer stated there was no <br />way to meet code and the hot points do not bleed over onto residential property. Lights were <br />added onto the building to provide lighting along the building sidewalks. <br />Mr. Rerko said he liked the front building design element and asked why something similar <br />wasn't done on the back building. The west elevation of the northern building and front of <br />southern building should have a similar element in their design. The new band system which is <br />flush with the building should provide shelter from weather and have some type of design <br />elements to ensure it is not so linear. He asked to see cut-sheets for all light fixtures and Mr. <br />Schmitz passed out light fixture packets. Mr. Rerko asked if the dumpsters would be placed into <br />enclosures. Mr. Schmitz said there was no room to construct dumpster enclosures due to the <br />minimum space and number of service doors for the businesses. Mr. Rerko said the neighboring <br />apartments are exposed to the dumpsters as there is currently no buffering along the southern <br />property line. He requested the chain-link fence be replaced with a six foot wooden fence which <br />would buffer sounds and the neighbor's view of the dumpsters. Mr. Malone noted there was no <br />landscaping proposed and the existing landscaping appeared to be healthy. Planting beds could <br />be added to each entry area at the ends of the rows including around the monument sign. The <br />area between the two buildings should have planters to ensure vehicles don't use as a cut through <br />and for greenery. Mr. Bohlmann said there are at least four dumpsters along the back of the <br />buildings which should be enclosed or all the chain-linlc fencing which abuts residents should be <br />replaced with vinyl or wooden fencing to buffer their view. There are two electrical enclosures <br />constructed of wood outside which are in disrepair and create a safety hazard. He noted that one <br />of the light bases is in poor condition and should be replaced. Mr. Schmitz said it would be <br />replaced. Mr. Bohlmann felt the entire building should be repainted and all asphalt curbing <br />should be repaired. He asked if rear wall packs would be replaced and Mr. Schmitz said all rear <br />lighting would remain as is. A lengthy discussion pertaining to the chain-link fence and <br />dumpster enclosures ensued and the commission felt a solid fence would provide adequate <br />buffering. The majority of the commissioner's felt the 150 foot southern section of fence the 82 <br />foot section running north and 90 foot section running east west should be solid not chain-link. <br />Mr. Schmitz said the proposal is to address the existing fence, property maintenance issues and <br />improve the front facades of the exiting buildings. <br />Ms. Meredith read a memo to the board from Scott Goldberg, an agent for the Brendan Court <br />Apartments. The memo stated that while they support the neighbor's site improvements they do <br />not support replacing vinyl slats. They believe the chain-link fence should be replaced with a <br />solid vinyl fence to screen the view of the dumpsters and rear buildings. Mr. Schmitz said they <br />could install an 8 foot section of fence inline with the southwest end of the rear building to block <br />the view of the dumpsters to traffic along Brendan Lane. Ms. Meredith asked the applicant if <br />they were willing to paint building walls which need repair and Mr. Schmitz said yes. She asked <br />if the curbing along the northwest corner would be fixed and he said yes. She asked if the <br />parking lot would be sealed and Mr. Schmitz said that would be an issue which would eventually <br />come before the management. Mr. Mitchell said there would need to be a maintenance program <br />submitted as there are many cracks which need to be repaired and sealed.
