1118.03 GENERAL CRITERIA AND STANDARDS. <br />Conditional uses are listed within each zoning district. In addition to the development regulations of the <br />zoning district and any special conditions listed in Chapter 1118, all applications for a conditional use <br />permit shall demonstrate that the following general criteria and standards are met: <br />(a) The use is physically and operationally compatible with the surrounding neighborhood and <br />surrounding existing uses. <br />(1) The proposed use will not involve uses, activities, processes, materials, equipment and <br />conditions of operations that will be detrimental to any persons, property, or the general <br />welfare by reason of excessive production of traffic, noise, smoke, fumes, glare, odor or <br />other characteristic not comparable to the uses permitted in the base zoning district. <br />(2) A use which produces smoke, fumes, glare or odor shall be considered detrimental to <br />other persons or property if it is objectionable to a reasonable person of ordinary <br />sensibilities. <br />(b) The use can be accommodated on the site consistent with any design standards and in <br />conformance with all development regulations for the district in which it will be located. <br />(c) The proposed use will not impede the normal and orderly development and improvement of the <br />surrounding property for uses permitted in the district. <br />(d) On-site and off-site traffic generation and circulation patterns related to the use shall not <br />adversely impact adjacent uses or result in hazardous conditions for pedestrians or vehicles in or <br />adjacent to the site. • <br />(e) The use will be adequately senred by public facilities and services. Public facilities and services <br />that may be considered in light of this standard include, but are not limited to, water, sewer, <br />electric, schools, streets, fire and police protection, storm drainage, public transit, and public <br />parks/trails. . <br />(fl The use will be screened with fencing and/or landscaping in excess of what is required in the <br />development standards of the zoning district, as appropriate, if the use may otherwise result in an <br />adverse impact on adjacent property benefiting from such screening. <br />(g) Conditions may be imposed on a proposed conditional use to ensure that potential significant <br />adverse impacts on surrounding existing uses will be reduced by the maximum extent feasible, <br />including, but not limited to, conditions or measures addressing: <br />(1) Location on a site of activities that generate potential adverse impacts such as noise, <br />odor and glare; <br />(2) Hours of operation and deliveries; . <br />(3) Location of loading and delivery zones; <br />(4) Light intensity and hours of full illumination; <br />(5) Litter control and placement of trash receptacles; <br />(6) On-site parking configuration and facilities; (7) On-site circulation; <br />(S) Privacy concerns of adjacent uses. <br />(9) Other conditions as determined appropriate by the Planning and Design Commission as <br />related to each application. <br />- WWW.NORTH-OLMSTED.COM ?-
