~ Ii <br />the sign ban too narrow. Mr. Asseff questioned the height of the door. Ms. Kopko <br />suggested it was a 7' foot door. Mr. Asseff asked what type of lighting would be used on the <br />sign. Ms. Kopko indicated the light would be self illuminating. Mr. Spalding questioned if <br />lighting would be neon lighting. Ms. Kopko indicated neon tubing. Mr. Tallon questioned the <br />brick being above the windows and not continuing to the other side of the building. Ms. <br />Kopko indicated raising the windows on the side of the building would eliminate narrowing the <br />sign ban. Mr. Tallon ask if anyone in the audience had any questions. Ms. Mayvors from <br />Childtime Child Center suggested she had two concerns she would like addressed. The first <br />being Mr. Christou's tenants parking in their lot. The second is the safety of the children as <br />they walk the children to and from Lorain Road to catch school buses. Mr. Tallon suggested <br />that is why they have put the fencing on the property line. As far as people parking in the <br />Childtime parking lot, she should tell them not to park there or call the police. Mr. Christou <br />asked if he could address Ms. Mayvors parking concerns. NIr. Christou indicated he was <br />aware of the tenants now living in the home and parking in Childtimes parking lot. Mr. <br />Christou indicated Childtime should tell his tenants not to park in their lot or put up a sign. <br />Mr. Tallon indicated the green space between the parking lot and the house should have <br />landscaping from the fence to the house which would detour people from crossing the grass. <br />Ms. Kopko indicated it would be taken care of. Mr. Christou asked if it was mandatory or <br />could it be addressed if it was a problem. W. Tallon indicated he wanted the landscaping <br />done. <br />R. Tallon made a motion to accept the proposal of J.C. Hair Design Plus, 28813 Lorain Road, <br />The proposal consists of converting an existing one-story garage to retail use and adding a <br />1439 square foot addition to the converted garage. This motion will add landscaping from <br />front sidewalk to the house to child care center to prevent people from parking and walking on, <br />also to include the recommendations of the Architectural Review Board and also include the <br />recommendations of the City Forester which includes additional trees and extra landscaping. <br />The motion was seconded by R. Koeth and unanimously approved . In the framing of the <br />motion Mr. Koeth reminded Mr. Tallon to mention the dormers recommended by the <br />Architectural Review Board. Mr. Tallon suggested he would clarify his motion so everyone is <br />clear, even though he did not mention in his motion the two dormers on the flat roof area, the <br />Architectural Review Board requested they be included in their motion. <br />The Assistant Clerk again asked Ms. Kopko to fax her a list of materials being used in the <br />proposal. Ms. Kopko indicated she would fax the list the next day. <br />B) Water Tower Square (Giant Ea?le), 27524 Lorain Road The proposal consists of renovating a <br />portion of the exterior front facade of the existing shopping center to accommodate a Giant <br />Eagle Supermarket. Heard by the Architectural Review Board unofficially on September 16, <br />1998. Officially seen by the Architectural Review Board on November 18, 1998. Heard by the <br />Planning Commission of November 10, 1998. <br />Mr. Tallon asked Giant Eagle representatives to come forward to present their proposal. Mr. <br />Papandreas related to the commissioners that they had gone before the Architectural Review <br />Board to submit their elevation, for the Giant Eagle store. There were three things the <br />Architectural Review Board requested. Mr. Papandreas felt the concerns brought up at the last <br />Planning Commission meeting was to address the screening both acoustically and visually on <br />2
