t.r 4 <br />the new rooftop compressors, which they intend to address. The acoustical treatment of the <br />trash compactor. The concern of the air conditioning units for the tractor trailers that were <br />parked in the docks, will be addressed in one of the following ways, By adding height to the <br />existing wall to screen noise or to add some kind of acoustical baffling. Mr. Papandreas ask <br />Mr. Crook to review the Architectural Review Board's requests for the Corrunissioners. Mr. <br />Crook indicated that the Architectural Review Board suggested something be done with the <br />gap between the northern tower and the movie video store they felt was bland. The <br />Architectural Review Board suggested something of a masonry design or landscaping. Giant <br />Eagle has opted to do more landscaping. The second change is the sign for the video store, the <br />ArchitecturallZeview Board would like it raised to be even with the Circuit City ban so it will <br />be raised 2' feet to accommodate the request. Mr. Tallon indicated the commission had a <br />couple of concerns, one was a new AC 22 on the roof which has no screening, is it a minor <br />unit, or is it self contained. Mr. Crook replied that all the units are Self-Contained. Mr. Crook <br />ask Mr. Tallon if he was referring to the unit in the middle or the rear of the roof.. Mr. Tallon <br />showed Mr. Crook the unit he was questioning on the plans. Mr. Crook replied that the unit <br />would be screened to match the other units. Mr. Tallon ask Mr. Crook to indicate on the <br />drawing how they were going to accomplish the screening on the trash compactors. Mr. <br />Crook indicated that they will convert the southern truck bay to accommodate the trash <br />compactor. Mr. Crook suggested the wall will be raised or baffling panels will be added to the <br />wall. Mr. Tallon reminded Mr. Crook at the last Planning Commission meeting they were ask <br />to enclose the compactor and questioned why it was not done. Mr. Crook indicated that their <br />engineers were still researching if the trash compactor could be enclosed or not. NIr. Tallon <br />indicated the commissioners expected it to be done so they could make a ruling on it tonight. <br />1VIr. Papandreas ask to address the commissions concerns regarding the noise from the <br />refrigeration units and trash compactor beyond the property line. He indicated that the City <br />has a law that mandates the decibel remain at 50 or below, and assured the commissioners they <br />would do whatever was needed to accomplish this law. Mr. Papandreas indicated the trash <br />compactor would be enclosed, but is unsure as to what materials would be used at this point. <br />Mr. Tallon indicated he was concerned about making a ruling on something they could not see. <br />Mr. Papandreas questioned if the Planning Commission was concerned with the aesthetics of <br />the enclosure. Mr. Tallon strongly suggested the commissioners didn't want to see an ugly <br />compactor sticking out. 1VIr. Papandreas indicated the trash compactor sits in a bay between <br />two walls and is hidden from sight now. Mr. Spalding indicated that the last time Mr. <br />Papandreas was before the Planning Commission they were requested to have a representative <br />from Giant Eagle present, as he had questions he felt they needed to answer. Mr. Crook <br />replied that Giant Eagle gave himself and Mr. Papandreas authorization to answer any concerns <br />the Planning Commission may have. Mr. Spalding suggested he had a concern with only one <br />entrance being allowed for such a large store, this might cause congestion for pedestrians <br />entering and exiting the store. Mr. Spalding used Walmart as an example, they have two <br />separate entrances for entering and exiting their store. Mr. Papandreas indicated that there are <br />two entrances separated by a vestibule. Mr. Spalding indicated he meant two separate <br />locations. Mr. Papandreas indicated that the vestibule is 80' feet wide with Z exits. Mr. <br />Papandreas suggested that a centralized entrance and exit was a key component to control the <br />flow of customers entering and exiting. Mr. Spalding strongly suggested that from a safety <br />standpoint it would be better to spread pedestrian traffic out. Mr. Papandreas indicted a single <br />entrance would accomplish the same. Mr. Asseff asked how far apart are the doors at the <br />Great Northern facility. Mr. Crook indicated the doors were about 100' feet apart. Mr. Tallon <br />3
