Mart thing for many months and Wal-Mart finally decided to build on Brookpark Road, and she
asked him why did Wal-Mart decided to build there what was it that happened. He said and she
wished he was present because she doesn't what anyone to think she is making up words. This is
exactly what he said to me, he said the City convinced them that building
" DUE TO A TECHNICA]L ERROR TAPE TWO OF THREE IS INAUDIBLE, TAPE
TVVO' S SECTION OF THE MEETING IS TAKEN FROM THE CLERKS 11eTTOTES."
there would not be a good idea. So Wal-Mart had the right to build there but, it was an election
year, and Mayor Boyle brought all this stuff in and now there is going to be one of the biggest
stores they have. Ms. Kummer suggested everyone knows the best entrance is mills Road, when
you come from the west on Lorain you can not turn into this site because of trai?ic. It was a
crime, we the residents were not informed that the verbal agreement we had was no good. Mr.
Griswold indicated to Mr. Papandreas the residents are calling you on what you said you would
do, your integrity is shot because you did not stick to what you said you would do. Mr.
Griswold indicated the Planning Commission members spent more then 30 or 40 minutes on the
last case which was a smaller developer calling them on their word. Now a big developer comes
in and the law protects them by just holding up the law. What roads are these truck drivers
going to come in from what ever direction they want, it will be what is good for them. He
wished Carnegie or Giant Eagle said we will have a tenant in the back and then the Planning
Commission would've done something about that. McDonalds has no stores within a mile of
itself. Great Northern will become a white elephant shop and you are worried about traffic
coming and going from a barber shop. Mr. Beck from Dover Center Road indicated he had to
put a turn around in his own yard just to get out of his own driveway. He has had to clean up
after three accidents this summer alone. At 6:00 A.M. on Dover and Lorain he can't get out.
The other day trying to turn left to go home he was cut off because a guy was trying to get into
Rallies. Ms. Kettle addressed the land lord for Giant Eagle, with the trucks going down Porter
Road what about our kids, are you going to bus these kids for their safety. Think about what
you are doing. Mr. Earl an elderly gentleman who has lived on Porter for 20 to 30 years can
barley cross the road now, if the traffic increases these elderly neighbors wont even be able to
cross the road to visit their neighbors, God help us. Mr. Richland indicated the stores will be
open 24 hours a day, at first it will be light, then it will pick up, we don't need a super store .
Mr. Dubelko was asked how do you explain the Wal-Mart. Mr. Dubelko answered the question_
NIr. Kettle suggested there is heavy traffic from 4:00 P.M. to 9:00 P.M. it's hard enough just
trying to get out of our house now, get this traffic away from us we don't need it. Mrs. Sokol
questioned if traffic increase isn't taken into account. Mr. Dubelko stated there is nothing in the
Code which requires them to do a traffic study. They are under the super store square footage.
Mr. Griswold questioned if the code could be changed once this gets shut down. Mr. Dubelko
suggested the zoning code can be changed at any time, but it can not be applied to any proposal
that is pending. NIr. Kettle can a code be changed to prevent a wal-Mart three. Isn't it the Law
Departrnents job to represent us the residents. Mr. Dubelko stated that, in the charter, the Law
Department is set up to counsel the Mayor, Council members, and the administrative boards. Mr.
Dubelko stated that we have to uphold the laws. If you, the residents want the laws changed,
you should talk to your Councilman. Mr. Becker questioned the architects new facade and the
square footage. W. Becker questioned is the total square footage include all that will be there.
Mr. Conway indicated "yes" all combined. Ms. Kummer suggested the residents talked four
years ago to all of the councilman and they thought they had did what they were suppose to do.
12
