Mr. Tallon suggested he wanted to ask <br />the question again, and asked were the other business would be going. Ms. Kopko indicated the <br />new floor plans showed the possible locations of were one possibly two other businesses might <br />occupy the building. Mr. Tallon questioned which building. Ms. Kopko suggested the new <br />addition. Mr. Tallon suggested that is not what this board was told the board was told this all <br />was going to be a barber shop. Mr. Koeth asked if more parking spaces would be required. Mr. <br />Conway, (Building Commissioner) indicated parking was based on the square footage not relative <br />to the use. Mr. Brennan suggested to the chairman even though parking variances were granted <br />or a parking lot reduction granted, the Commission agreed that because it was to be use as a <br />barber shop it would have a limited amount of activity. Ms. Kopko asked what the concern over <br />there being more then just one tenant using this space was. Mr. Brennan suggested one of the <br />concerns is that as a Commission we were lead to believe it was going to be one space being a <br />barber shop, and the Commission addressed certain variances and recommend approval of those <br />variances based on a limited amount of traffic that a barber shop would generate. Now there is a <br />strip center going in kind of behind the Commissions back. Mr. Tallon suggested one of the <br />things the board questioned is if you were going to live in the house, because a garage is required <br />and the Commission recommend you get the variances based on the fact you were going to live in <br />the house and you yourself would use one of the parking spaces. Mr. Christou agreed, and <br />indicated he had mentioned to the Commissioners that there was a large expense going into this <br />and he is not a person who has the money just floating around. Further more he is trying to do <br />something good for the City, which he has been a resident of for over 20 years. He owns several <br />properties and has work very hard to achieve them. He doesn't even understand the term, <br />shopping strip when looking at a small building of 2000 square feet. Mr. Christou suggested he <br />didn't understand very well what the Corrunission was trying to say but, he believed at either the <br />last meeting here or the meeting in September he mentioned to the panel that he was looking for <br />some assistance to make the mortgage payments for the construction. NIr. Tallon suggested the <br />only thing he remembered is that the upstairs of the garage would be used as Mr. Christou's <br />office, or possibly used as a rental. He doesn't recall any mention of other tenants in the new <br />addition. Mr. Christou suggested he never mentioned a rental upstairs and maybe he was <br />reflecting to the fact a portion of the space would be given to a tenant. Mr. Koeth indicated he <br />had an exert from September 22, 1998 meeting and at that meeting he had asked if anything <br />would be done with the second floor of the existing garage, and Mr. Christou indicated that he <br />would like to convert the second floor to an office space. Mr. Christou indicated so that is true <br />he never mentioned a tenant going into that building, if there was a tenant mentioned it had to be <br />a tenant on the main floor in the new construction. Mr. Koeth suggested Mr. Christou only <br />mentioned he would be occupying the building and that was the only space. Mr. Christou <br />suggested if the Commission doesn't allow him to do that, then all he can do is leave half the <br />building vacant until he is ready to fully occupy the building. Mr. Tallon indicated the reason the <br />Commission asked the variances be granted is because, we were trying to help you as a citizen to <br />put your business in here at the least expense without confirung you to the code. Allowing you <br />to have variances from the code, that was based on the fact that you told us you were going to be <br />the business man there and you were going to live in the house, therefore the Commission was <br />trying to help you. That is what things were based on and now we find out that is not the.case, as <br />you will have tenants there. If the Commission knew that was the case then the Commission at <br />2
