Mr. Christou asked if he may apologize for <br />the misunderstanding, but there is a gentleman on the board Mr. Brennan he believes, mentioned <br />there was a conversation about a tenant, and Mr. Koeth mentioned that it was discussed that the <br />upstairs would be used as my office, and maybe we didn't enlarge on that, except for having a <br />tenant to help off set the cost. Mr. Tallon indicated there was no mention of a tenant. Mr. <br />Christou suggested this may be something we left out, he doesn't know. This is not something he <br />does every day. What he does know is that he wants to do something he will be proud of and <br />everyone that drives by will be proud. He doesn't know what else to say, but this would defiantly <br />help him. For the time being as he makes the transaction if he could put someone in there he may <br />not put someone in there things may change. He would like to have the availability to do so <br />otherwise he may have to leave the remainder of the building vacant until he is ready to fill it. He <br />is already going through the process of really growing and adding more employees to our City, <br />but he can not do it by the time the addition is ready as it takes longer. It is not like a <br />manufacture were you can put an add in the paper and operate the next day with employees on <br />the line, he wants professionals and it takes time to find them. Ms. Kopko suggested as far as the <br />minutes go which she was working from as she was not at the September 22, 1998 meeting, there <br />is no specific mention in the minutes that NIr. Christou would be the only tenant there. Mr. Tallon <br />suggested Ms. Kopko was correct she was not at the meeting and if she was at the meeting she <br />would not only have seen but would've heard what was discussed. The flow of discussion was <br />based on the fact that he was going to be the sole tenant. Ms. Kopko asked then why doesn't that <br />flow show in the minutes. Mr. Tallon suggested because the minutes are general not verbatim <br />minutes. Mr. Brennan indicated in the minutes of the meeting of September 22, 1998, the very <br />first paragraph Mr. Christou says he is going to convert and expand the existing garage for retail <br />use as J. C. Hair Design Plus, that is pretty obvious what he is going to do. He didn't say J. C. <br />Hair Design Plus and two other tenants. Mr. Christou suggested he didn't know it was going to <br />make a difference, he didn't think there would be a problem to put up a structure and have space <br />available to put a tenant in that is going to assist me in a time of need, he really didn't realize it or <br />he would've brought it to the Commissions attention. He had not even started the project when <br />he first came before the Commission to find out if the addition would be allowed. Mr. Tallon <br />suggested that is correct and the Commission was trying to work with him to develop a project <br />for you and you only as the barber shop on that land, because you were limited in funds and <br />limited in this and that, if we knew you were going to put in multiple tenants in all honesty the <br />Commission would've told you, you have to meet the code. Mr. Christou you have something <br />like seven variances on this property. Mr. Christou suggested he would rather not get involved <br />with the variances because, some of them axe not even worth talking about. Mr. Koeth indicated <br />to Mr. Christou, it was the fact that it was a single retail establishment, that the Commission <br />worked with you in that situation, not knowing that there was other space for other tenants. The <br />Commission thought at that time it was an odd space to have but we still worked with you. Now <br />you come before us tonight and there is two more offices added and suggest it doesn't matter. <br />Mr. Christou suggested the two more offices are not really true. Mr. Koeth questioned then what <br />are they then. Mr. Christou suggested Mr. Mongello decided to do that, it was his <br />recommendation. Mr. Koeth suggested then Mr. Christou is now changing his tune. Mr. <br />Christou suggested he was not changing his tune, he is just saying, tell him what the Commission <br />wants us to do. Mr. Christou suggested he didn't realize it would be a problem that a structure is <br />going up. It's not going to create traffic, were not putting in a grocery store or a restaurant, this <br />3
