ROLL CALL: <br />Chairman Tallon called the meeting to order at 7:40 p.m. <br />PRESENT: Chairman, R. Tallon, Commissioners, K. O'Rourke, D. Cameron Alston, S. Asseff, <br />T. Brennan, and W. Spalding. <br />ALSO PRESENT: Assistant Law Director, Dubelko, City Engineer, Deichmann, and Clerk of <br />Commissions, Rote. <br />U. REVIEW AND CORRECTION OF MTNUTES: R. Tallon moved to approve the minutes of the <br />October 13, 1998 Planning commission meeting. The motion was seconded by K. O'Rourke, and <br />unanimously approved. <br />III. BUILDING DEPARTMENT REQLTESTS: No Items. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />A) Jim Held Lot Split Plat <br />The proposal is to divide Permanent parcel Number 231-21-009 into two parcels to create a <br />second buildable lot. The location is the "L" shaped lot adjoining the corner lot at the southeast <br />corner of Walter Road and South Oxford Oval. Zoning is C-residence, single entirely, both <br />parcels conform to frontage, depth and area requirements of the zoning Code. However the two <br />existing garages serving the house at 3461 Walter Road must be removed to conform to the <br />setback requirements from the proposed property line between the two new parcels. <br />Mr. Tallon reviewed the request for the lot split plat, and asked the representative to present his <br />proposal. Mr. Zart, a partner of Mr. Held's, presented the proposal. Mr. Tallon inquired if the <br />existing garages would be removed. Mr. Zart indicated both garages would be removed. Mr. <br />Tallon asked if there were any further questions from the board members or the audience. Mr. <br />Wardrope a concerned neighbor who's lot is to the north of Mr. Helds, came forward to ask <br />questions. Mr. Wardrope indicated that his Realtor assured him as well as the City of North <br />Olmsted, before he purchased his home that the lot which fronts on South. Oxford Oval could not <br />be developed as the lot was not big enough. He never thought anything would be built behind his <br />lot and would like to know why it is going to be developed now. Mr. Wardrope is worried about <br />the lot split causing his property to have water trouble. The back part of the proposed lot split <br />floods if a home is built there it will flood me out. Mr. Tallon assured Mr. Wardrope that before <br />building a new home in the City of North Olmsted the developer must submit plans to the <br />Engineering Department to show what will be done with the water on the proposed lot, (i.e. show <br />a drain system, or water retention system) for their review. Mr. Wardrope asked what will be <br />directly behind his home, the house, a driveway, the garage or what. <br />1
