We met at the site with the Core of Engineers and the <br />metro parks to do a litigation using their lake Abrems project. Mr. Tallon reviewed the requests <br />made by the Tra.ffic department and the Fire department, such as the turning radius, canopy <br />heights, and the traffic report. Mr. O'Neil suggested they had reviewed the turning radius for the <br />fire trucks, and will specify the proper depth paving to assure a fully loaded bumper can access <br />the site. The canopy height will clear an ambulance. Mr. Tallon indicated he wanted to discuss <br />the HVAC system and where it will be placed. If we can't decide where it is going to be placed <br />then you can submit something and come back here in September. Mr. O'Neil suggested they <br />would have a chiller outside, but whether it will be electric or gas driven we are not sure. It will <br />provide the cooling for the building, exactly how that cooling will be distributed through out the <br />building has not been determined. Mr. Tallon stated then we will have to locate it for you. It will <br />go in the north west parking lot against the building and is to be screened with brick which will <br />match the building. Mr. O'Neil suggested we may or may not do a chiller and have the ability to <br />do individual units in each one of the mechanical rooms that will be on each floor. We also have <br />the ability to do air handlers in the attic space. We want to keep the outside of the building clean <br />as possible. Mr. Tallon stated anything interior we don't have a problem with, but it must be <br />sound proof. Mr. Lynn asked how many living units per acre are they allowed to have. As Mr. <br />Rymarczyk was looking up the amount allowed by code Mrs. Paton suggested Mr. Bower think <br />about placing the building the way Mr. Troibner had positioned it. Mr. Lynn as well as other <br />residents voiced their concern regarding the number of units that are allowed per acre. As well as <br />wanting the building and parking lot moved 30' feet south so they could have some space <br />between them and the development. Mr. McGettrick reviewed the fact that Wellington is not <br />violating any codes, and reviewed what they were doing for the residents to help them except <br />their plans. Mrs. O'Rourke asked if Wellington would be willing to move the whole project 50' <br />feet west. Mr. Tallon indicated the very last five parking spaces in the landbanked parking area <br />will have to be moved to the back of the building. They are in a residential zoning area now, and <br />the board is going to request that they be moved to the back someplace. Mr. Nicola asked how <br />many handicap parking spaces would be on the site. Mr. Rymarczyk suggested he did not have <br />the information with him and would need to look it up. He also indicated that it would be 45 <br />living units per acre allowed. Mr. Bower suggested that Mr. O'Neil is an expert on elderly health <br />care. The information that he is giving the boards and the neighbors is not conjecture it is fact. <br />The parking requirements for the building is being met. If there are specific questions about the <br />residents getting around W. O'Neil can answer those questions. W. Brennon asked if the facility <br />provided transpiration for their residents. Mr. Bower stated that they provided transportation for <br />the residents living in the facility. Mr. Tallon asked Mr. O'Neil to review what you will provide <br />and the amount of vehicles that will be there. Mr. O'Neil suggested for the most part the <br />residents will not drive, but that does not mean that they should be in a nursing home per say. <br />The number of automobiles we anticipate for a facility this size is two. Mr. Tallon asked what do <br />you provide for transportation. W. O'Neil suggested they will provide a common vehicle <br />whether it be a big sedan or a small van for trips and appointments. Mrs. Mingus suggested there <br />will be oniy 20' feet between my property and their parking lot. A fence will be put in that space, <br />as well as new landscaping. How are they going to maintain the natural vegetation they say they <br />are with those changes. Mr. Troibner suggested the City's definition of a nursing home is, a <br />facility that provides a range of personal medical services to chronically ill or disabled individuals. <br />5 <br />
