The second aspect is <br />that a meeting is scheduled between code enforcement, the construction project manager, and the <br />incoming store manager to review those guidelines and ardinances. Mr. Brennan noted the store <br />inanagers might be aware of the ordinances, but the delivery trucks drivers may not be familiar <br />with it. This imposes a problem as the trucks pull behind the store during the late hours of the <br />night and it is much easier to sit and wait for the store to open. Mr. Perisi noted they utilize theu <br />owni distribution facilities aud a great number of the products owned are shipped from local <br />distributors. He agreed to post signs to place notices out concerriing routing and delivery times. <br />Mr. Platt noted the hours of operation for a typical Home Depot store are: 6:00 A.M. to 10:30 <br />P:M. Monday through Friday; 6:00 A.M. to 9:00 P.M. on Saturday; and 8:00 A.M. to 7:00 P.M. <br />on Sunday. The following residents in the condominiuans to the rear expressed their concems on <br />the project: Ms. King; Ms. Doubler; Ms. Kensig; and Ms. Oring. The concerns expressed by the <br />condominium residents included: the hours of operation; out-of-town carriers coming in at all <br />hours; the drainage in the back; the five doors for unloading the trucks; the truck turning radius; <br />the time of day the materials stored outside would be loaded back into the building; how employee <br />parking would be accommodated; if a temporary debris catching fence would be constructed to <br />catch any debris during construction; and if the power lines would be under ground. Ms. King <br />noted several years back Biskind Development put a four foot mound up which perpetuated <br />flooding. She noted right now they are putting large truck loads of dirt against the mound, and <br />was concerned about increased flooding. Mr. McDermott advised there is a drain line shown in <br />the plans across the back property line. He noted if it is determined the proposed drainage is not <br />adequate, the developer will be required to add to it as the water must be retained. Mr. Baffow <br />confirmed that he has committed to the installation of drainage behind that mound, and the mound <br />will be built up for screening. Although plans have been submitted, the city engineering <br />department had not completed a final review of the proposed drainage at the time of this meeting. <br />Ms. Doubler questioned if the plan has been changed since the previous proposal to include five <br />delivery doors. Mr. Baffow stated that the area indicated on the plans has always been designated <br />. as a delivery area but the number of doors were not shown previously. The comment made by <br />Mr. Perisi was that they added one door more than their prototypical number to facilitate the <br />delivery. In c?immary, Mr. Baffow stated their have not been any additional doors added to this <br />proposal at all. Ms. Doubler questioned what the dotted line, near the loading dock, represents. <br />Mr. Baffow advised the line represents the turning radius. Ms. Doubler questioned if this turning <br />radius was su$'icient and noted the Condominiums are set back only 40 feet at the most from the <br />property line. Mr. Baffow advised the turning radius has always been in the plans. Ms. Doubler <br />stated she did not recall seeing that radius at any prior meetings. Mr. Brennan noted the turning <br />radius will be referred to the proper city department to check if it is a su.fficient radius. Ms. <br />Doubler questioned if the materials stored in the back during the day would be moved back into <br />the building after hours. Mr. Platt advised the materials stored outside would be loaded into the <br />building during regular business hours. Per Ms. Doubler's request, Mr. Platt verified there would <br />not be any signs or customer pick-up in the back of the building. Ms. Doubler questioned if their <br />could be directional signs posted to prevent Customers for Great Nortliern Shopping Center from <br />cutting through the Condominium development. She suggested a key location for this type of <br />directional sign would be near Kronheims Furniture store. Mr. Brennan advised that the residents <br />should speak to their Councilman, Mr. Mckay, as that may be an issue for him. Mr. Barrow <br />advised he has arranged a meeting with the bu.ilding department for May 19, 1998 to review all <br />the signage to get into conformance or come up with a proposal for the entire shopping center. <br />He would like to readdress signage and stay within the confinements of the code to try and direct <br />traffic. Mr. Tallon arrived during the discussion on Home Depot and Mr. Brennan updated him <br />9
