Mr. Brennan questioned if an area has been designated for <br />deliveries such as UPS Mr. Dryling advised an area has not been designated, therefore <br />deliveries can come througli the front or the back door. Acting Chairman Brennan opened <br />the discussion up for audience participation. Councilman McKay, mentioned if a sign is <br />permitted on the east side of this hotel and another building is constructed on the easternmost <br />parcel it would not be visible from the street but would merely face another building. He <br />noted if a building is not erected to the east, this sign would merely face a bunch of residents. <br />Mr. McKay explained he raised the issue of the Radisson sign at a previous meeting of the <br />commission and was told that it would be non-illumuiated. Mr. Brennan questioned if this <br />was a condition of allowing the expansion. Mr. McKay affirmed that is when the developer <br />agreed to make this sign non-illuminated. He questioned what type of material would be <br />used and was informed dryvit. Mr. McKay stated the developer should contact him before <br />the board of zoning and development committee of council meeting as he would not accept <br />that type of materiaL Mr. Brennan stated when a new development is proposed in the city of <br />North Olmsted, the developer has ample time to check with the -building department to find <br />out exactly what the code permits. He noted this development includes the request for no <br />less than seven variances and as a recommending commission to Council; the planning <br />commission will recomnaend on each of the variances individually. The commission did not <br />have a problem with the single access off of Country Club, or the 30 foot width on the access <br />drive, however this item should be refened to the safety forces for a more thorough analysis. <br />Mr. Brennan did not see why the developer could not conform to the sign ordinance. He <br />announced rather than make a motion on each individual variance, the commission will <br />include in their motion which requests they have a problem with and send the proposal to <br />board of zoning appeals, architectural review board, and the safety department. <br />T. Brennan made a motion to refer to the safety department, architectural review board and <br />board of zoning appeals the proposed Candlewood Hotel; located on the south side of <br />country club boulevard, east of the newly constructed Homestead Village Hotel, with the <br />following recommendations: any trees removed should be with the permission of the city <br />forester and a permit will be needed; the awning is to be a matte awning so that it does not <br />glow, samples of the awning should be presented before architectural review board and <br />planuing commission when it comes back; no logo will be permitted on the front of the <br />awning; the gazebo location was approved, but the commission would like to see a front cut <br />of the gazebo when this returns; the one access drive is acceptable as long as it is acceptable <br />to the safety department; the thirly foot access drive is acceptable; the loading zone should be <br />design.ated so that nothing is unloaded in the front of the bu.ilding; the plauuing commission <br />recommended that the board of zoning appeals deny variances for signage and anything less <br />than the 345 foot room sizes requ.ired by code; the commission had no problem with the <br />cooking facility variance request; the lighting locations should be presented before the various <br />boards and commissions and should include the source of lighting and a full shield; <br />photometrics should show zero foot candles at all the lot lines. The motion was seconded by <br />R Koeth and unanimously approved. It was confirmed the proposal will be heard at <br />architectural review-board on March 18, 1998 at 5:30 P.M. and notices will not be sent out <br />for that meeting. Variances will be discussed at board of zoning appeals on March 26, 1998 <br />at 7:30 P.M., and the proposal will than retutn to planning commission on Apri114, 1998 at <br />7:30 P.M. In lieu of a loading zone, Mr. Brennan recommended loading at least be restricted <br />to the back of the bu.ilding. The developer agreed to address the loading zones and increase <br />the size of the rooms so that they conform to the 345 square foot requirement.
