Mr. Hipp stated <br />his property is directly across from the property recently purchased from Fairview West <br />Physicians Center. He questioned the use of the newly acquired property as the land is zoned <br />residential and the proposed use is for a parking lot. Mr. Brennan stated a conditional use <br />permit would be required to grant the parking in the residentially zoned area. W. Hipp also <br />had concerns about increased traffic on Columbia Road and the drainage problem. He noted <br />he must check five different directions before pulling out of the driveway. It was reiterated <br />these issues will have to be addressed by the Engineering Department and Safety Department. <br />City Engineer Deichmaun explained the current storm water regulations. Mr. Collier, an <br />abutting properry owner, suggested expanding Fairview Hospital rather than expanding this <br />building. He believed this expansion would reduce his property value. Mr. Asseff questioned <br />if there will be a residential driveway directly across the street from the proposed driveway <br />for the physicians center. Mr. Libassi explained the location of the driveway has been <br />discussed with city officials and this appeared to be the best location for the driveway. Mr. <br />Brennan annou.nced this is not a typical comnaercial project as it will bring higher wage <br />occupations into the City of North Olmsted. W. Libassi quoted the number of employees <br />and the approximate salary for the employees. Mrs. Collier stated if this happens, the <br />residents in this neighborhood will be looking at a fence instead of a house. She argued that <br />planning commission has just proven that money talks as homeowners have to sacrifice their <br />properiy value so that tlus financially profitable establishment can continue to grow. Mr. <br />Brennan explained that if this was a standard retail operation tliere is no way it would get <br />approvaL Mrs. Collier noted money was also mentioned as a reasoning for possible approvaL <br />Mr. Brennan clarified his point was these are higher wage occupations and added there would <br />be sporadic use. He elaborated this is not the typical retail establishment with "blue light <br />specials" going on in the parking lot etc. Mrs. Collier maintained she did not want this <br />expansion to happen at all. Mr. Brennan stated this is a referring board to various other <br />boards and commissions as city council will have the final vote on this proposaL <br />T. Brennan motioned to recommend approval the conditional use permit for Fairview West <br />Physicians Center, 24700 Lorain Road, and permit the parking lot area in the residential <br />zoning. The motion was seconded by R Koeth and unanimously approved. <br />R Koeth motioned to refer to safety department and architectural review board the Fairview <br />West Physician Center Proposal, 24700 Lorain Road, a proposal to construct a three story <br />addition to existing Physicians Center, which will include a new parking area and lot <br />renovations and recommend approval with the following conditions: the front addition <br />should be reviewed to determine if the windows can be continued or place reams or <br />something in front of the building; the Columbia Road driveway should be reviewed by the <br />safety department to determine where the driveway should be; recommend that sign on <br />Columbia should not be illuminated during the non-office hours; the fence is to be worked <br />out with the architect and with the owner to determine the space between the driveway and <br />the landscaping; and the fence should not obstruct the homeowners ability to exit his <br />driveway; the dumpster enclosure should be constructed out of the same material as the <br />building; the lights shall be zero foot candles at the properry line. The clerk announced the <br />architectural review board meeting is March 18, 1998 at 5:30 P.M. and formal notification is <br />not required. Mr. Brennan stated the planning commission will go along with the <br />recommendations of architectural review board, therefore this does not have to retum and <br />can go to council for final approvaL
