<br />3) Duukin Donuts. 26963 Lorain Road Proposal to construct building addition with site inaprovements, landscaping and parking lot <br />renovations. <br />Mr. Bornstein, architect presented the proposal and explained the owners of the building are <br />looking into upgrading the property. Elevations were presented along with a site plan <br />showing a new entry onto Whitehorn, a new front addition/customer area, a new walk in <br />cooler, and a new drive througli addition. Mr. Bornstein identified the location of the vaxious <br />additions as indicated on the Dunkin Donut's plan received Febnxary 19, 1998. The canopy <br />would be non-illuminated. There will be no signage on the drive-through side of the building, <br />and all signage will be on the building facing Lorain Road. Mr. Lesenchek representing <br />Dunkin Donuts advised the establishment, including the drive-through would be opened <br />twenty-four hours a day. He noted the busiest hours would be between 7:00 and 9:00 A.M. <br />Mrs. O'Rourke noted there would be tra?'ic problems as this is the same time that the St. <br />Richard's School is the busiest. She was concerned about the traffic and the children and <br />suggested that the developer consider moving the access on the residential street. Mr. <br />Lesencek was unsure this could be accommodated as the land near the street is very narrow. <br />Mr. Brennan had concerns as this is non-conforming building and the drive-through area will <br />further encroach on the residential neighborhood. Mr. Lesencek explained years ago there <br />was a drive-through area, and he is requesting that it be re-established. Mrs. O'Rourke noted <br />that the population has grown considerably since this driveway was removed from the <br />residential street. She objected to further encroaching on this residential neighborhood. W. <br />Brennan noted this twenty-four hour drive through would be a nuisance. Mr. Koeth <br />suggested moving the cooler on the north side ofthe building to allow more of a setback. <br />Mr. Bornstein noted this would result in the loss of some parking. Mr. Brennan advised the <br />pole sign is non-conforming. Mr. Bomstein acknowledged the new signage would meet the <br />cities present requirements. Mr. Brennan stated the signage will have to come into <br />conformity not matter what, as the oidinance prohibits non-conforming signs. Ms. Mantle, <br />resident across the street, had the following concerns: headlights from cars pulling out will <br />shine into the homes across the street; this will increase the traffic on residential streets which <br />are presently congested with traffic from the church and Einstein Bagels; this will increase the <br />need for parking and there is not enough parking to accomnaodate this establishment; the <br />combined traffic of St. Richard's, Einstein Bagels and Dunkin. Donuts will make it almost <br />impossible to get out ofthis residential street on a Sunday morning. Ms. Mantle further <br />advised Whitethorn is a very nanow street and it is difficult to pass a large vehicle without <br />severely scraping tires. She noted the driveway exit from Einstein Bagels was closed when <br />Toys R Us came into the city, however the owner arbitrarily reopened it during construction <br />of the new building. Ms. Mantle was unaware if any variances were granted for this as the <br />residents were never notified. She noted the Whitethorn/Lorain Road access is very <br />dangerous and advised she would file a lawsuit against the city of north olmsted if any <br />member of her family gets hurt due to the danger of this intersection. Mrs. Mantle fu.rther <br />explained there is not a drive through in the entire city of north olmsted that does not have a <br />solid fence to buffer the residential neighborhood from headlights, noise etc. She cited <br />disappointment in the fact the city allowed the access for Einstein Bagels. Ms. Karban <br />explained the loading dock for Du.ukin Donuts is the bank. Since her home faces the bank, <br />she had concems as the trucks aze often left running at 6:00 A.M. Mrs. Karban stated these <br />delivery trucks often tear up the residentiallawns, which forces the city to come out and fix <br />the tree lawn. She was concerned that the traffic from Dunkin Donuts would turn left and <br />into the pedestrian traffic causing accidents and possibly deaths. It was noted Baskin Robins
