Mrs. Wares, an Andrus Dr. resident noted she has almost been hit on several <br />occasions coming across the driveway near Einstein Bagels. She pointed out the speed limit <br />is twenty five miles an hour on Andrus but is rarely enforced. Mr. McKay, councilman, <br />advised the curb cut on Andrus was originally put in for a Su.noco Service station, and since <br />then there have been several changes. He noted there is only room for one car to make a left <br />on Whitethorn out of Einstein Bagels and any other cars have to wait for the light to change <br />before turning left. Mr. McKay explained if a drive-through is permitted for Duukin Donuts, <br />it will further back up traffic on Dunkin Donuts and possibly cause customers from these to <br />establishments to cut through the residential neighborhood. He agreed this is one of the most <br />dangerous intersections in the ciiy of north olmsted. Ms. Grrimes added, since the interior <br />seating will be reduced, this will cause more people to hang around the outside of the <br />building during all hou.rs of the day and night. Mr. Brennan stated taking all comments into <br />consideration he would recommend that this proposal be denied for the following reasons: <br />the existing property is almost totally non-conforming, there is no loadiug zone, and the <br />drive-through is not acceptable at all, <br />T. Brennan moved to reject the request of Dunkin Donuts, 26963 Lorain Road, "a proposal to <br />construct building addition with site improvements, landscaping and parking lot renovations <br />and refer the proposal to the board of zoning appeaLs with the recommendation that they <br />deny the variance requests. Mr. Brennan cited the following reasons for this rejection: the <br />existing property is almost totally non-conforming, there is no loading zone, the drive- <br />through area is not acceptable, and the developer is attempting to put a St. Bemard in a <br />canary cage which is not good for the city of North Olmsted. The clerk announced that the <br />next board of zoning appeals meeting will be held on March 26, 1998 at 7:30 P.M. if the <br />developer chooses to pursue this proposaL The motion was seconded by K. O'Rourke and <br />unanimously approved. Request denied. <br />4) Ascension Lutheran Church, 28081 Lorain Road <br />Proposal to construct building addition. <br />Mr. Mongello and Ms. Kopko, architects presented the proposaL Also present representing <br />the church were Mr. Moyer and Mr. Dillon from the church presented the proposal. The <br />proposal was for an addition to the existing school as well as a mixed use hall. Mr. Mongello <br />advised he would not address phase III at this time but that is for an addition of a fellowship <br />ha1L Ms. Kopko advised there is reciprocal parking with the neighboring property. She <br />elaborated there is over 100 parking spaces next door which can be used. W. Mongello <br />stated it would be rare to have all 100 spaces full. Some of the discussion was not audible as <br />several people were talking at one time. Mr. Brennan noted only half the parking necessary is <br />located on this property, the other half is on the neighboring property and their was nothing in <br />writing permitting use of motor cars land for overflow parking. Assistant Law Director <br />Dubelko advised a legal easement would be needed for this shared parking which would <br />transfer to the new owner if the neighboring properiy is ever sold. Mrs. O'Rourke compared <br />page 4(the existing floor plan) with page 5(the phased development plan) and noted suddenly <br />the pews d.isappear on page 5. Mr. Moyer assured Mrs. O'Rourke the pews would remain <br />intact. An unidentified resident noted there was a creek which separates this from Dorothy <br />Drive. Mr. Brennan questioned if there was any problems with maintaining the ditch. City <br />Engineer Deichmann explained historically this ditch has been a problem for the city to <br />maintain as it is di.fficult to access.
