?- <br />reinforced away from the condominiums; the walls around the loading docks are to be ten to twelve feet <br />high; the parking lot behind the shopping center should be marked no loitering/no congregating; and the <br />winter salt should not be stored behind the shopping center. Pertaining to the storage of the winter salt, <br />Mr. Barrow advised he has spoken with operations and they will address this at a later date, but he <br />agreed this could be worked out. Mr. Miller advised there are concerns from the condominium <br />residents pertaining to the ongoing operational problem at Marc's. He specified these concems include <br />the noise, the number of trucks, as well as the junk and debris that blows onto the condominium <br />property. As their are trucks parked for unload.ing all hours of the day, Mr. Miller requested that an <br />attractive and solid fence, at least 8 feet in height, be constructed and indicated the places where it <br />should be installed. He questioned who will maintain the new landscaping and fence. Mr. Miller noted <br />if the fence were placed on a mound it would greatly help the noise abatement issue. He explained the <br />condominium put up a pool several years ago and were forced to put up an eight foot masonry fence to <br />buffer the noise from Great Northern Village Apartments. Mr. Miller asked that the condominium <br />association be given equal consideration for buffering as he did not believe a pool area would be louder <br />than a Superstore. He further advised, when the demolition and construction issues are addressed, the <br />association would like the developer to: 1) inform them of the hours; 2) assure them that Victoria Lane <br />will be kept clean and 3) see that a temporary fence is constructed in order to keep dust and debris out. <br />There were no further questions. Mr. Tallon noted he will make two motions on this proposal as <br />variance have not yet been granted for the superstore. <br />R. Tallon moved to approve the proposal of Developers Diversified Realty Corporation, 25853 thru <br />26429 Great Northern Shopping Center and 5078 thru 5194 Great Northern Plaza South, with the <br />exception of the superstore, and to include the following recommendations: a temporary fence shall be <br />constructed with the intent of keeping debris off condominium property; all the recommendations of the <br />architectural review board shall be followed; the landscape plan is contingent upon approval of the <br />architectural review board; the plan is subject to approval by the fire department; and all the accessory <br />drainage and grading improvements are subject to engineering department approval. The motion was <br />seconded by T. Brennan and unanimously approved. <br />R. Tallon motioned to recommend that the board of zoning appeals approve Developer Diversified <br />Realty Coiporation, 25853 thru 26429 Great Northem Shopping Center and 5078 thru 5194 Great <br />Northern Plaza South, their request for a superstore variance. The motion was seconded by A. <br />Manning and unanimously approved. <br />2) C.V.S. PharmacX. 23359 Lorain Road. <br />Proposal to construct pharmacy in front of existing Goodwill and Hobby's, Etc. units (a portion of the <br />existing center will be demolished). Variances may be required. Continued from meeting from meeting <br />of January 13, 1998. <br />Mr. Wagner, developer, presented the proposal which has been revised to include the following: speed <br />humps will be placed in order to minimize the cut through traffic; a traffic study has been completed per <br />the traffic engineer's request; and do not enter signs have been implemented to the rear of the building <br />on both sides of the east drive. Mr. Wagner noted there is a summary of the traffic study on page <br />twelve. The commission members reviewed the traffic study. Mr. Wagner noted the commission <br />requested at the last meeting that C. V. S. consider placing restrictions on the Clague Road access. <br />C.V.S. rejected this as one of the features of a pharmacy is the easy access to the driva-thru. As <br />illustrated on the site plan, a board on board fence will run across the eastem border of the property. <br />Mr. Wagner explained the fencing has been moved away from the curb to prevent it from being <br />damaged by vehicles.'
