f' • t <br />Wagner presented a photometric plan and build.ing material samples. He noted there would be near <br />zero foot candles at the lot lines. Mr. Wagner further advised the engineering department recommended <br />that the fence along the ditch be placed on the residents side of the ditch. This will allow the <br />engineering department to clean out the ditch yet still buffer the residents from vehicle head lights. Mr. <br />Tallon noted the dumpster site on the new development plan is on the wrong side of the building. Mr. <br />Wagner agreed to move the dumpster to the west, as the truck would have easier access and this would <br />move the dumpster fu.rther away from the apartment residents. Mr. Tallon reviewed the photometric <br />plan and noted a copy should be turned in to the building department. He explained the 400 wattage <br />should be reduced as the lighting is too much. Mr: Wagner advised the light would be directed <br />. <br />downward. Mr. Tallon explained any lighting will have to be shielded down. He stated the lighting will <br />have to be reduced, particularly on the east and south property lines, so that their is zero run off at the <br />property line. In addition, Mr. Tallon explained the lighting standards should be lowered to a maximum <br />of 20 feet. He requested that a cut of the light and the pole standard be provided for review. Mr. <br />Sturgeon, a resident of Clague Road, had concerns about the ditch along the southern property line.of <br />this commercial development. His concerns included: there is not enough room for a fence due to the <br />trees along the property line, the access for the city to come and clean out the ditch would be more <br />limited, and the city may have to resort to coming on residential property to clean out the ditch. On the <br />other hand, Mr. Sturgeon noted a fence was needed to establish some amount of privacy for the <br />residential area. He believed the best solution would be to culvert the ditch, as this will allow a fence to <br />be placed along the property line without hindering the city's access to the ditch. City Engineer <br />Deichmaun explained the drainage from the Clague and Lorain intersection comes to this ditch, and <br />discussions between engineering and public works has revealed the commercial property is their access <br />point to cleaning the ditch. He noted although this is a continuous maintenance problem, this property <br />is the best access when they have the time to clean the ditch further east and if this were culverted, it <br />would make access to the easterly portion of the ditch more di?'icult. Ideally it would be great if this <br />could be culverted up to the Fairview line, but at present public works feels if this were culverted it <br />would make it more difficult to clean the remainder of the ditch. - Mr. Sturgeon advised the only portion <br />of the ditch currently being maintained is along the property line, as.the crews are not cleaning further <br />east beyond the apartment line. Mr. Deichmaun explained, when the.public works department cleans <br />the ditch east of this properry, they have been able to get access into it from another property, however <br />that access is limited enough that the crews often end up pushing the debris to the west and pulling it <br />out from behind this lot. He noted a portion of it could be culverted but it could not extend the entire <br />length of the C.V.S. property as this access point needs to be maintained. Mr. Breunan suggested <br />placing the fence along the southern property line and includ'mg a gate so that the service department <br />will have access to the ditch. He questioned how large the gate would have to be in order to get the <br />equipment in for maintenance. Mr. Deichmann advised a regular gate would not work as they would <br />need approximately forty to fifly feet of fence removed in order to get to the. ditch. Mr: Manning <br />suggested a fence with removable sections. Mr. Deichmann maiutained it would not be helpful to have <br />an installation that is going to hinder access to keeping the ditch clean. Mr. Tallon questioned if the city <br />has any future plans for culverting this ditch. Mr. Deichmann advised the city has met with Fairview <br />Park o$icials, as realistically this ditch needs to be cleaned all the way to the Fairview Corporation Line <br />by North Olmsted. Fairview Park has indicated they do not have the resources to clean there end of the <br />ditch, and Mr. Deichmann further noted if North Olmsted cleared there half it would silt up probably <br />within a month. He advised culverting would not help the city much as they would have to clean debris <br />out of the culvert mstead of the ditch. Mr. Tallon questioned what the distance is between the edge of . <br />the parking space to the ditch. Mr. Wagner advised there is barely any measurable distance. . Mr. <br />Sturgeon advised the ditch is starting to undermine the parking lot now. Mr. Tallon questioned how <br />they propose to put the plantings m along the southern property line if there is not adequate soiL -Mr. <br />Wagner advised they were not aware of this problem.
