".. ?
w ,
City Engineer Deichmann stated Mr. Long, the city's environmental engineer, has reviewed this and
there is plenty of capacity. Mr. Grindell advised the placement of a fence will create an obstacle for the
safety forces. In addition, he explained the problem with placing the fence between the existing
Cinnamon Woods and the new Cinnamon Woods is which association would be required to maintain the
fence. Mr. Deichmwn advised, per his recommendation, the access on Cook Road was moved east to
assist in limitting the amount of cut through traffic. He further explained someone traveling east on
Cook would find it easier to turn north on Barton than to cut through the Cinnamon Woods
Development. In lieu of a fence, W. Deichmann suggested placing a speed bump between the new
development and the existing development. Mr. Puzzitiello advised, since the bridge has been closed on
Lorain Road, there has been a tremendous increase in traffic coming down both Barton and Stearns
Roads off Sprague. He wondered if this may be the cause of all the complaints from the Barton Road
residents. Mr. Mauuing suggested holding off on any barriers until it becomes a problem. He believed
this could be addressed if and when it becomes a problem. W. Nashar wanted to be able to assure the
residents of South Barton that this new development will not increase the amount of cut through traffic.
Mr. Grindell stated, he would assist in solving the problem if the amount of cut through traffic should
increase and was willing to put it in writing. Mr. Tallon advised planning commission will combine the
lots, table the site proposal, and make a recommendation on the zoning change.
R. Tallon motioned to accept the combining of the lot numbers 264-5-1 and 264-7-43 into one parcel
this is the area recently annexed by North Olmsted from Olmsted Township. The combined parcel will
abut permanent parcel numbers 234-08-08, 234-11-23 thru 45, 64 thru 84 and 108 thru 127. The area
is located between Cook Road and Cinnamon Woods Condominiums, south of the cul de-sac at the end
of Cinnamon Woods Way. The motion was seconded by A. Manuiug and unanimously approved.
R. Tallon moved to recommend that council rezone parcels 264-05-01 and 264-07-43 to single family
cluster homes in accordance with chapter 1136, seconded by A. Manning and unanimously approved.
R. Tallon moved to table the site proposal until the drawings reflect the change of zoning to the single
family cluster district. The motion was seconded by A. Manuing and unanimously approved.
The clerk questioned if the chairman wanted the proposal to return to planning before council or come
back after council. Chairman Tallon advised it did not matter as the proposal will come back to
planning commission for the site plan but council will have to approve the rezoning. He suggested the
site proposal come back to planning commission at the next regular meeting, February 10, 1998.
V. COMMUNICATIONS: No items.
VI.
