Mr. Barrow advised that they addressed the issues that were presented to <br />them at the last meeting. Mr. Tallon noted in the "Noise Impact Assessment" sound absorbing materials <br />are suggested. He wondered what types of materials are available. Mr. Barrow advised there are a <br />multitude of products such as perforated metals that have capsulated steel wool insulation within it. He <br />noted this material would be applied on the inside of the barrier walls. Mr. Manniug noted there is a <br />disclaimer on page 6 of the report which states that calculations have not been performed at this site. <br />He wondered if the developer would be working with this type of company so that if there is a problem <br />with the sound it can be addressed at that time. Mr. Banow agreed to assess any future problems <br />related to sound barriers. Mr. Tallon reviewed the lighting plan and requested that the glare be <br />addressed so that the bulb is recessed with shields. The architect explained that the fixture will be <br />recessed and Mr. Tallon was shown a sample of the materials. Mrs. O'Rourke questioned if the rear <br />parking is intended for the employees of "Plaza C." Mr. Banow advised the parking in the back is <br />predominantly there to meet the requirements of the city. He assured the commission that the parking <br />in the back is not meant to encourage customer traffic as it would be very difficult for a customer to <br />access the store from the rear. Mrs. O'Rourke wondered if there would be a safety concern provided <br />the back parking is full. She noted the access on the west end is very limited and traffic may get backed <br />up thereby creating a safety concem. Mr. Banow did not anticipate any problems as that street is not a <br />through street. Mrs. O'Rourke requested that someone check out the safety of the rear access. She <br />noted the north west corner of the building appears dangerous for pedestrians as someone makiug a <br />right turn around the building marked "68" may not see a pedestrian. It was noted there is not an <br />existing stop sign there. The commission suggested placing a stop sign at both corners of the building's <br />west side. Mr. Banow agreed to place the stop signs as indicated. Mr. Tallon opened up discussion to <br />the audience. Ms. Canwright, Board President of the Cou.ntry Club Condominium Association, <br />presented a counter proposal in the form of written documentation. She distributed copies of this <br />document, dated January 13, 1998, to all members of the planning commission as well as the developer <br />and requested that it be included as a part of the record (this packet is attached to the minutes). Ms. <br />Canwright explained the proposal was presented before the condominium board of managers on <br />December 6, 1997. After the meeting the association board members indicated that they would like to <br />take the proposal back to all the residents in the association for input as this is a community of 260 <br />homeowners. The board met with the residents on December 16, 1997 and have since put together a <br />counter proposal that the board members feel meets the needs of all of the condominium residents. Ms. <br />Canwright explained the counter proposal in conjunction with the Developer's plans. Among the points <br />the Country Club Condominium Association stressed were: a 12 foot masonry wall be created along <br />the property line before construction or demolition begins on the ma.in part of the shopping center; <br />landscaping be installed on both sides of the wall; Developers Diversified handle the maintenance work <br />on both sides of the wall and landscaping on the north side of the wall; any maintenance agreement be <br />included as a requirement of any future owner and/or manager of the properiy; the salt be stored <br />somewhere other than the rear of the building, and no loitering signs be posted on parking spaces at the <br />rear of the building. Ms Canwright requested that the safety forces look into the traffic pattern, along <br />with the counter proposal presented by the association, as it is unclear if their is enough room for a semi <br />truck or fire truck to maneuver. She further questioned if their could be a sidewalk placed on the <br />westem end of the shopping center as that end of the building is dangerous for pedestrian traffic._ In <br />response to a question it was clarified the salt is stored behind Handy Andy and the theater. Mrs. <br />O.Rourke wondered if a truck would be able to maneuver behind JoAnn Fabrics. Mr. Banow <br />confirmed the radius is sufficient to accommodate delivery trucks. 1VIrs.
