This proposal is to <br />construct phase two in Great Northern Shopping Center which will include the demolition of several <br />units in order to reconstruct new stores, one of which is over 100,000 square feet and is considered a <br />"superstore". Proposal will also include store front renovations to the remaining u.nits. The clerk <br />clarified that the architectural review board will meet on January-21, 1998 at 5:30 P.M. and the board of <br />zoning appeals will meet on January 22, 1998 at 7:30 P.M. Plauniug Commission hereby recommends <br />that the board of zoning appeals grant the variances for lot coverage and 1/2 mile radius. The motion <br />was seconded by T. The existing building will now be removed in its entirety, the location of the adjacent <br />properties are now inclicated on the site plan, delivery truck access (ingress and egress) will be from <br />Lorain Road, landscaping will be implemented in accordance with city codes, a board on board fence <br />will run along the eastern boundary, and a volume control will be installed on the speaker system to <br />decrease the amount of noise from the drive-thru area. Mr. Wagner stated he has met with the city <br />traffic engineer and there was some concern about cut through traffic from Clague and Lorain Roads. <br />He advised; in an effort to discourage cut through, traffic speed bu.mps will be placed as necessary and <br />the Future Development has been moved back as close as possible to the eastern property line. Mrs. <br />O'Rourke wondered when construction of the future development will begin. Mr. Wagner advised a <br />target date has not been set, but it is advantageous to begin the development as soon as possible <br />following construction of the C. V. S. Store. The loading dock is located on the east side of the building <br />as marked "service area". Mr. Wagner explained t}ie trucks would enter at the westem most entrance <br />on Lorain Road, pull around the,building and back up to the service area, and then pull out the eastem <br />most entrance when they are finished. It was noted a"Do Not Enter" sign will be placed at the north <br />east comer of the building which forces truck traffic to pu11 around the building. Mr. Manning <br />suggested placing another `Do Not Enter" sign on the east side of the drive in the landscaped area. Mr. <br />Tallon wondered why a masonry wall is shown all the way around the "service area." Mr. Wagner <br />advised, since the compactor is gone, the intent was to place a dumpster in the back. He noted on the <br />north side of the masonry wall their will be a 3 foot man door. Mr. Manning questioned if the dumpster <br />would service C.V.S. and the future development. Mr. Wagner responded the two dumpsters in the <br />service area will be for the pu.rpose of servicing C. V. S. only and the Future Development will have its <br />own dumpster as indicated on the plan. Mr. Tallon suggested placing the masonry enclosure for the <br />future development on the north west corner of the building and aligning it parallel with the building. <br />Although the opening of the masonry wall will face the eastern property line, it will be gated.
