r <br />a problem with the speed bumps. City Engineer Deichmann advised he was not aware of any objections <br />by the fire department for emergency access. Mr. Tallon suggested placing speed bumps on both <br />entrances off of Clague Road. Mr. Brennan suggested eliminating the southernmost access off of <br />Clague Road and extending the landscaping. Mr. Mauu.ing added this would minimi?e the amount of <br />cut through traffic. Mr. Waguer advised C. V. S. stresses the convenience of getting in and out of the <br />pharmacy and the access points are very important. He was williug to check with them further. Mr. <br />Tallon stated if the intent is to keep both drives off Clague Road than speed bumps should be <br />implemented within the plans as discussed previously. Chairman Tallon opened the discussion up for <br />audience participation. Mrs. Saringer, Council President, questioned where the fence will be installed <br />along the property line. Mr. Wagner advised the fence will be installed on the west side of the <br />landscaped area which will extend and enhance the apartment property. Mrs. Saringer requested that <br />the fence be extended along the property line of the first house beyond the Good Wi1L Mr. Wagner had <br />no problem incorporating this in the plans. Mr. Steven's, representing Villa Modeme, also requested <br />that the fence be extended past the C.V.S. Store and beyond the future development in order to <br />minimi7e loitering, vandalism, etc. He would also like to see the lighting issue and traffic flow <br />addressed and what impact it will have on the abutting properties. Mr. Wagner agreed to extend the <br />fence down the property line as requested. He noted the lighting will be lower and have a back <br />reflective shield so that their is minimal effect on the property line. Mr. Tallon noted the proposal has <br />changed considerably since the last submission as variances no longer appear to be requ.ired. He <br />requested that the developer come back with the entire proposal including: building.elevations, lighting <br />plan, type of materials, color rendering, and a trafftc study. Mr. Tallon elaborated the lighting should be <br />directed so that their is minimal ru.n off or glare over the lot lines. He stated the commission does not <br />have to see an actual sample of the materials, however they would like the material types noted on the <br />plans. Mr. Mauning questioned where the fence will be installed. Mr. Wagner reiterated it will ru.n <br />from the front of the C. V. S. building all the way to the back of the property. Mr. Manning noted the <br />fence will obstruct the view ofthe apartments from Clague Road or the C.V.S. parking lot. He stated <br />this secluded area may attract crimiual activity. Mr. Steven's was not concerned about this as there is <br />sufficient lighting on the apartment side of the fenee. Mr. Sturgeon advised he would like to see the <br />fence extended all the way to the existing ditch. He questioned how the ditch will be maintained if their <br />is a fence blocking access. City Engineer Deichma.nn advised it has been a problem keeping the ditch <br />clean. He stated it would not be helpful to have an installation that is going to hinder access to keeping <br />the ditch clean. Mr. Tallon advised the ditch will either have to remain opened for access or be <br />culverted. Councilman McKay asked Mr. Deichmann to check if the city has an easement as if their is <br />an easement it cannot be blocked. It was noted the easement is half on the residential side. Mr. Tallon <br />explained the proposal will have to meet the engineering departments requirements. Councilman <br />Gareau wanted to stress the importance of landscaping in addition to the fence along the southern <br />property line. With respect to the southern access, he noted it is almost impossible to turn left onto <br />Clague Road and suggested postiug `?right turn only" signs. Assistant Bu.ilding Commissioner <br />Rymarczyk advised the 6 foot fence cannot extend all the way to Clague Rd. or variances would be <br />required. Mr. Tallon suggested the fence be extended no further than the front setback of the Clague <br />Road home. Ms. Bowman, a Clague Road resident, would like to see the ditch addressed because <br />everything is down hill as you head south down Clague Road. Mr. Manning noted it would appear the <br />northern access onto Clague Road would impose more of a problem for left hand turns than the <br />southern access. Ms. Bowman stated there would be a problem making a left turn at either exit onto <br />Clague Road. Mr. Manning explained `?io left hand turn" signs should be posted on both exits onto <br />Clague Road There were no further questions.
