Tallon explained this proposal will be tabled till the next meeting (January 27, 1998) at which time <br />the pertinent information discussed tonight should be available. The motion was seconded by K <br />O'Rourke and unanimously approved. <br />3) Cablevision. 24910 Lorain Road <br />Proposal to install pole (similar to an Illuminating Company pole) in side yard to accept an overhead <br />ruu of fiber optic lines from the poles in the right of way and then use underground conduit to complete <br />the installation into the building. . <br />Continued from planning commission meeting of December 9, 1997 <br />Mr. Hynds advised at the last meeting a more specific site plan showing: where the poles are located, <br />also a section ofthe pole showing what type ofpole, the height, where the cables are attached, a picture <br />of the u.nderground, and a referencing of underground utilities, and the location of the house next door. <br />Mr. Hynds presented a revised plan with the following letters: One from C.E.I. refusing permission to <br />attach to the existing pole, a letter from cablevision stating that they would remove the overhead pole if <br />they vacated the premises, and a letter from the owner of the property granting permission to add the <br />pole. Mr. Hynds advised Service Director Bolilman requested that the pole be placed in the right of <br />way, thus there are three options for location of the pole as listed on the plan. The first page lists the <br />different landscaping for each of the options and the second page lists the location of the utilities (gas, <br />water, electric, and telephone lines). Mr. Hynds prefened option one, which is located on the side of <br />the lot, as it would be less trenching and less utilities to run across. The second option is in the right-of- <br />way at the comer of the drive and the third option is further down in the right-of-way. Mr. Manniug <br />noted option one is the most direct route. Mr. Hynds added with option one the pole would be less <br />subject to getting hit by a car. It was noted there will be no lights on the pole and all the lines will be <br />underground from the bu.ilding. Mr. Hynds advised the conduit would be in P.V.C. pipe and encased in <br />concrete which would run underground from the building to the pole. Mr. Tallon asked where the <br />cables coming out from the building would be located. Mr. Hynds stated they would go to the existing <br />C.E.I. pole. He advised the front of the bu.ilding is a cable store and the back of the building there will <br />be a distribution hub with electronic racks, scramblers, de-scramblers, etc. Mr. Tallon noted the dish <br />will no longer be needed and questioned where this will be fed from. Mr. Hynds advised it will be fed <br />from the dish in Strongsville and the entire city will be rewired for the Optimum T.V. Mr. Tallon <br />wondered if the amount of conduits will inerease because this is the distribution center. Mr. Hynds <br />advised six is maximum, three of which are for the fibre optic expansion. Mr. Tallon questioned how <br />many more poles would be needed. Mr. Hynds advised they could not add-any more poles because <br />each of the distnbution hubs only have fifteen racks which supp ort a maximum of six P. V. C. conduits. <br />Mr. Tallon questioned if their is a list of the schematics or anythiug covering the fibre optic network <br />particularly the pole mounting heights. Mr. Hynds advised space is rented from C.E.I., therefore he was <br />not aware of the mounting heights at this time. Mr. Tallon confirmed the mounting heights will be <br />known in the future. Mr. Hynds agreed C.E.I. shall inform Cablevision in the near future about the <br />mounting heights as their are certain distances from the phone and power lines which must be <br />maintained. Mr. Tallon wondered if any of the cables will interfere with the power lines. Mr. Hynds <br />stated they will be in compliance with the National Electric Code (N.E.C.) for spacing etc. Mr. Tallon <br />wondered if their is a cut on the plan showing where the cables are on the poles. Mr. Hynds noted the <br />location of the underground conduit bank that would run from the building to the pole. He advised the <br />conduit will ru.n up a foot when it gets to the pole, but the fibre optic conduit will run up three to six <br />feet. Mr. Tallon questioned if this is acceptable to C.E.I. Mr. Hynds advised they will be 40" from any <br />existing secondary power lines, a minimum of 12" from existing phone lines, and C.E.I. will advise of <br />where to attach that. Mr. Tallon requested a cut of where the cables are in relation to the power cables <br />and the pole attachment location. City Engineer Deichmann advised the N.E.C. in addition to
