Mr. Hynds advised the phone line would be the lowest cable. Mr. <br />Deichmaun explained, for any new cable that is installed in the public right-of-way, he needs a plan in <br />engineering showing the route that will be taken. Mr. Hynds stated last time he submitted a plan to the <br />service director showing the route. He has not yet submitted the route for this project, but that will be <br />done prior to installation of the fiber. Mr. Tallon opened up discussion to the audience, but no interest <br />was expressed. R Tallon motioned to table the proposal until the next meeting (January 27, 1998), at which time a plan <br />should be presented which shows: a cut of these cables in relation to the power cables, the clearance <br />for overhead, and a location on the pole from C.E.I. He explained, following receipt of this <br />information, it will be included in the recommendation to approve at the next meeting that the plan for <br />the cable throughout the city be submitted to the engineering department. Mr. Hynd advised he has <br />never been required by the city before to offer attachment heights on anything they do as they are <br />renting assigned space from the power company. Mr. Tallon stated he only is requesting the <br />opportunity to see the attachments as the intention is to clean up Lorain Road as much as possible. The <br />motion was seconded by A. Mauuiug and unanimously approved. <br />N. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />No items. V. COMMUNICATIONS: <br />Ord. 97-120 <br />Councilmau McKay advised the proposal is basically to rezone permanent parcel numbers 236-18-01, <br />236-18-02, 236-18-03, 236-18-04, 236-18-05, 236-18-16, 236-18-17, and 236-18-18 fromthe present <br />zoning of mixed use to multi residence district. The location of these parcels is south of Brook Park <br />Road, north of Country Club Boulevard, and west of Columbia Road. Mr. Mckay explained the <br />puipose is to create zoning that is appropriate and comparable to the surrounding area. The members <br />questioned if all the effected properiy owners were notified. Mr. MeKay noted the some of the <br />association members for the apartments are present, but he was unsure if all were notified. The <br />members believed all the effected properry owners should be notified prior to rezoning the land. Mr. <br />Gerity, president of the Jefferson Place Condominium owners, requested that the zoning be changed to <br />multi residence so that it is congruent to the rest of the area. Mr. Mauuing questioned how the <br />associations were notified. Mr. Gerity replied he did not receive written notification, but heard by word <br />of mouth as Councilman McKay notified the management company. Ms. Shuler, a board member of <br />Colebrook Condominiums, advised 50 people have signed a petition requesting that the zoning get <br />changed to multiple, residence. Ms. Motia, President of Clareshire Court Condominiums, stated one of <br />the problems with the area is residents are constantly fighting retail establishments. She was concemed <br />because there are currently markers out and it looks as if a commercial plan may be in the making. The <br />members were unsure if they could make a recommendation when all of the property owners were not <br />notified. Assistant Law Director Dubelko advised there will be a public hearing before council at which <br />time all the people effected should be notified. Ms. Cameron-Alston questioned the scope of planuuig <br />commissions position in relation to this type of a proposaL W. Dubelko advised planning commission <br />should review the master plan and compare it to the way area has developed and how the land is <br />currently zoned. Plauning Commission then can make a recommendation to council. Mr. Manning <br />advised the problem is not making a recommendation for the best use of this land, but rather giving all <br />the property owners effected some input on the best use of this laud. If it is proposed by council, Mr. <br />Dubelko explained the code does not provide for notification of changes to the zoning map at this leveL <br />Mr. Tallon confirmed the decision they are to make is what is in the best interest of the city of North <br />Olmsted. He stated since everything around this area is compatible to a multi family zoning, for <br />consistency reasons the land should be rezoned.
