Mr. Liggett suggested it <br />is not the building they need to hide from you, but it is up to them to buffer the lights and noise <br />and shield the activity. In defense of the owners they have done a very good job designing this <br />building to fit into this neighborhood. Mr. Lynn suggested his trees would be gone if a phase <br />three were to be built. Mr. Zergott inquired if in fact, there would be a phase three. Mr. Bower <br />suggested they were not even sure there would be a phase three. The following residents were <br />present to voice their concerns: Mr. & Mrs. Troibner, Mr. Lynn, Mrs. Reale, and Mrs. Paton. <br />Their concerns were as follows: (1) They would like to see the bu.ilding as a two story rather then <br />three. (2) The outlet on Mastick Rd not be used as a driveway. (3) The board on board cedar <br />fence would not be enough to shield the lights and noise. (4) The drainage that is already a <br />problem now in the neighborhood be addressed. (5) They would like more evergreens put in as <br />there is cotton woods now which don't survive long. Mr. Zergott reviewed what the City <br />forester suggested be done. Mr. Milloy stated, Mr. Wendell assured us that he would personally <br />walk through the site and tell them what needs to come out. We will follow what Mr. Wendell <br />tells us. Mr. Liggett stated, if mounds are put in trees will be lost and the area will look like a <br />desert. They are doing a very good job on this building, and it will be very good looking as you <br />drive by it. Mr. Lynn stated we have to live with what you decide, and it is one thing to drive by <br />it, and another to live with it. We are not apposed to it, it's the best thing so far that they have <br />wanted to build. We just want to make sure a few things are ironed out. Mr. Zergott reviewed <br />what the Architectural review board can and can't do for the residents. Mr. Zergott suggested he <br />would be willing to meet with Mr. Wendell and Mr. Milloy to discuss landscaping issues that <br />should be addressed. Mr. Zergott stated you wont get the mounds but you will get evergreens <br />added to the site. Mrs. Troibner asked what the property was zoned for. Mr. Bower suggested <br />he was in his rights putting in an assistant housing facility. Mr. Zergott asked Mr. Rymarczyk <br />what the parcel was zoned for. Mr. Rymarczyk suggested the zoning for this parcel is Mu1ti- <br />family use. <br />B. Zergott motioned to except the Wellington Proposal as submitted with the following additions. <br />1) New landscape drawings be submitted before the next Planuing commission meeting dated Ju1y <br />28, 1998. 2) New blue prints to show retention basin designed in a free from shape, "5iot <br />rectangular", the fencing that is required for the retention basin to be the aluminu.m fencing that <br />looks like rod iron in appearance. 3) The dwnpster enclosure brick is to be the same color of <br />brick that is used on the main build.ing, the doors to the dumpster should be board on board cedar <br />to match the fence, and landscaping should be added around the enclosure. 4) driveway pole <br />lighting is to be moved to the south side of the drive so the light will be deflected away from the <br />neighboring residents. 5) Add pine trees to the front yard of parcel # 237-23-47 which is located <br />at the top north end of your driveway, so that the lights are blocked from.their windows. 6) A <br />survey of the trees and landscaping along the south side of the property which runs along <br />Mastick Road should be done. This will serve to determine if additional evergreens or other <br />indigenous plants should be added for buffering. The motion was seconded by T. Liggett and <br />u.nanimously approved.
