and 60% below. We will take the shape and landscaping of the pond into higher consideration.
Mrs. Paton a concerned neighbor asked for clarification concerning the above grou.nd pond. At
the Planning commission meeting the board members said they clidn't want the above ground
detention. They would allow Wellington to move on to their next meeting, but would have to get
the approval from another meeting. Mr. Zergott read allowed a rough draft of the motion that
was made at the June 23, 1998 Plauniug commission meeting. "As we discussed before we will
leave the retention open but we would be in favor of underground retention in lieu of the fact that
this is an. assistant living facility which will have patients that can wonder and create many
hazards".
"DUE TO A TECHNICAL ERROR NO FURTHER MINUTES WERE RECORDED
THE REMAINDER OF THE MINLITES ARE SUMMARIZED FROM THE ASSISTANT
CLERKS NOTES"
, Mr. Milloy suggested we are trying to keep Wellington looking as residential in nature as we can.
In the front of the building we will use hunter green shingles on the roof. There will be a residents
porch on the front of the building that will wrap arou.nd to the side of the building. The driveway
will be off of Clague Rd.. The delivery trucks will use this driveway to make their deliveries to
the back of the facility. Mr. Liggett asked if there would be any overhead doors or docks on the
back of tlie bu.ilding for the deliveries. Mr. Milloy suggested there would be no need for either
docks or overhead doors. Mr. Zergott asked a few questions concerning the courtyards
landscaping. W. Milloy suggested we will do any landscaping changes this board would like to
see done. Mr. Glenn Vannoy a concerned neighbor asked what Mr. Bower would do to keep the
lights from the cars leaving Wellington Place from shining into his front bedroom windows. Mr.
Bower asked Mr. Vannoy what he would like him to do. Mr. Vannoy suggested Mr. Zergott had
developed a landscaping plan for the last project Mr. Bower proposed. I would like you to have
the landscape plan done to keep the lights out of my windows and to protect my yard. W.
Liggett informed Mr. Vannoy, that it would be a very good gesture for Mr. Bower to pay to have
the landscaping done in his yard, but Mr. Vannoy would have to understand once the landscaping
is put in place it would not be their responsibility to maintain his yard. Mrs. Paton asked if the
residents would have or drive their own cars. Mr. O'Neil answered for the most part the residents
will not d.rive, but there could be some car owners. Mr. Zergott inquired as to what the visiting
hours would be for Wellington Place. Mr. O'Neil replied we like the residents to have as many
visitors as possible therefore we don't set visiting hours. This enables the visitors as well as the
residents to accommodate their personal schedules. Councilman McKay asked to review the
newly submitted blue prints to see were the cedar fence would be placed. Mr. Zergott asked, W.
Milloy to swmnarize what the City forester requested them to do. Mr. Milloy suggested Mr.
Wendell who came to the site would like us to put up the board on board cedar fence instead of
using mounds to buffer the lights and noise. His opinion was the mounds would kill to many
trees. Mr. Tribnor expressed his concerns regarding Alzheimer's people wondering off the
property into the neighboring yards. Mr. O'Neil assure Mr. Tribnor they would not allow the
residents of Wellington Place to just wonder. Mr. Lynn a concerned neighbor from Mastick Rd.
Stated, I have horses and trees on the back of my property and even if you put a six foot fence up,
it will not hide the other two story's of the building. He suggested putting the mounds in place as
well as putting the six foot board on board fence on top of the mou.nds. "NVe don't want this
thing in our neighborhood". Mr. Zergott stated, the City forester does not want them to put in
