Mr. Bower introduced his partner Mr. O'Neil, and Mr. Milloy the architect who would be <br />presenting the proposal to the board. Mr. Milloy stated we will be building a 57,000 square foot, <br />63 unit assisted ]iving facility. The first floor will be 22,000 square feet, and the remaining two <br />floors will each be 17,000 square feet. Phase one's (1) entrance will be off of Clague Road. The <br />porch area will have the entrance to the building, the reception area, and a soda shop. Mr. <br />Zergott asked how many phases in all are projected for this parcel. Mr. O'Neil answered there is <br />a phase two (2) that will be attached to phase one (1), and possibly a phase three (3). Mr. Milloy <br />suggested they would be following the suggestions made by the Planning commission, and asked <br />the board members to look at page SP-2 of the site plans. We will be installing a board on board <br />cedar fence that will start thirty or so feet in from the Clague Rd. entrance. This fence will <br />continue to follow the abutting residents property lines south along Clague Rd. and west along <br />the property lines, of residents that face Mastick Rd. This fence will extend 20' feet past what we <br />call phase one and two. This is to help buffer the residents from the lights and sound. We will <br />maintain all existing trees and only remove the old vegetation. We met with Mr. Wendell the City <br />forester and walked the site as far as we could. We were t'old once the project is started he would <br />come out and monitor the site to make sure the City requirements are followed. Mr. Milloy <br />briefly touched on materials to be used on ground signs, and stated their signage package would <br />be submitted at another time. Our lighting will be placed along the north side of the driveway. <br />These will be small exterior Princeton pole lights that are only 13' feet tall and will give out a 1' <br />foot candle along the driveway. This is the uun.iinum light for a parking lot. The back of all the <br />lights on the site will have reflectors. They are designed to not cast a light behind themselves. <br />Mr. Zergott suggested the pole lights be moved to run along the south side of the driveway. <br />Thereby eliminating the amount of light directed at the residents. Mr. Milloy stated they would <br />make their dumpster area masonry to match the brick on the build.ing. The doors will be cedar to <br />match the fence. Mr. Zergott asked is the retention pond going to be as discussed with the <br />Planning commission. Mr. Milloy stated we will do what is requested by the City. Mr. Zergott <br />asked, Mr. Milloy to summarize what the engineering department told them to do. M.T. Milloy <br />suggested it will have 40% above and 60% below retention as requested by the Planning <br />commission and the Engineer department. So we will uphold that request. Mr. Zergott asked <br />what about fencing around the pond. Mr. Milloy suggested the pond will be 3' feet deep, we <br />would basically like to make it an architectural feature with a bubbler and fou.ntain. If the board <br />wants a fence around it, we will comply. We would prefer to have it as a landscape feature. Mr. <br />Zergott asked if it could be an aluminum type fence that looks like rod iron. Mr. Troibner a <br />member of the audience stated he thought that at the Planning commission meeting the builders <br />were told the board members wanted the whole thing underground. Mr. Zergott read allowed a <br />letter dated July 10, 1998 from Mr. Deiclunaun the City Engineer ( A copy of the letter is <br />attached to the back of these minutes). Mr. Milloy suggested the last conversation their site <br />engineer had with the City of North Olmsted was that they would allow 40% above and 60% <br />below. As far as we know to date that is what they will allow us to do. Of course what ever the <br />City asks us to do in that regard, is the venue we are going to take. Mr. Rymarczyk stated by <br />code you will be required to put up a fence. Nir. Zergott suggested then use the aluminum fence <br />that looks like rod iron around the pond for safety, rather then a board on board wood fence. Mr. <br />Liggett suggested he would also like to see the pond sculpted not just rectangular make it <br />something nice. Mr. Milloy suggested the picture doesn't really depict what we would like to do. <br />Since our recent conversation with the City in which we were told it is O.K. to do the 40% above
